The figure skating part is not true, they have a couple skiers who are a couple of races from qualification. It would be interesting to see the two Koreas march together... For all the propositions heared from the South Korean president, this is the most reasonable proposition and it can gain more positive press while not pissing the South Korean opposition at all. So it was natural negotiations between him and the Sunshine Policy of former president Kim Dae Jung worked much better. I'm not sure how these would go with Un. Roh Tae Woo, who was the first post-dictatorship president was a member of the military group which was outsted. It was actually Fidel Castro, an expert meddler as always, encouraging the IOC to negotiate North Korea to cohost. They wanted half of the events and special opening ceremonies. Needless to say that was a no-no for the anti communist regime. That's why they, alongside Cuba and other bunch of (thankfully irrelevant) countries boycotted. The best path to getting rid of the dictators is to show the DPRK's military officials how much better off they would be if they pursue the strategy that Vietnam and China in opening up their society.
