ejaycat Posted July 3, 2009 Report Share Posted July 3, 2009 I've seen these on my trips to NYC and have always been curious about them but have never asked anyone what they are or why they're there--- OK, so what exactly are these striped pipes with the sawhorses beside them in the middle of the street spewing steam?
