Lawrence Dallaglio has been recruited to help beef up England's bid to do an Ashes and oust Australia as the top nation in next year's Commonwealth Games in Delhi.With a dozen other luminaries, he joins the board of Commonwealth Games England, the role of the intensely patriotic former England rugby union captain (pictured right) apparently being to add motivational muscle. So let's hope he has a Games to go to as there are increasing signals from India that the event is in serious trouble, not only because of obvious security concerns – the Aussies are not alone in dithering about going. Preparations are so dangerously behind schedule that the Games Federation chief Michael Fennell has demanded a meeting with the Indian prime minister calling for "urgent action". And on the security front we hear Scotland Yard, whose officers have visited Delhi several times recently, have yet to be convinced that the safety of British teams can be guaranteed. What happens if Delhi goes belly-up? Nothing, apparently. "They would have to be cancelled as there is no Plan B," a senior Games official tells us. Or a Plan M, as the financial climate rules out Melbourne and Manchester, the last two Games hosts, being placed on standby. The Independent

Thank you for joining us as we bring you an update on our preparedness to host XIX Commonwealth Games 2010 Delhi. I must thank the media for playing a pro-active role as our partners. We are sure that we will continue to receive such attention and support and Olympic sport will flourish in the media and in the country. The Union Government has been whole-hearted in his support of the Games. Union Sports Minister Mr. M.S. Gill heads the Co-ordination Committee, Chief Minister Mrs. Sheila Dikshit is looking after the city’s development and Union Minister for Urban Development Mr. Jaipal Reddy heads the Group of Ministers that is directly concerned with the XIX Commonwealth Games 2010 Delhi. We are all working together to fulfill the high expectations of the nation and the international sports community. And I want to assure the nation that we will deliver the best games from many perspectives – technical and aesthetic. Yes, we are on track to hosting a most memorable XIX Commonwealth Games 2010 Delhi. The 1982 Asian Games are remembered for brining in colour TV and the Delhi 2010 will bring in High Definition broadcast. We are a little over a year away from the start of the Games but our preparations are on course. As Indian Olympic Association President, I am fortunate to have a good team to work with. We have a number of seasoned sports administrators who are all playing a big role. Mr. Randhir Singh, Mr. Lalit Bhanot, Mr. A.K. Mattoo, Mr. Vijay Kumar Malhotra, Mr. Digvijay Singh, Mr. V.K. Verma, Mr. G.S. Mander to name a few. We have been joined by a number of experienced officials from the public and private sectors. Nobody needs to have any doubt about the capability and the competence of the OC CWG Delhi 2010. I have with me very experienced colleagues who have conducted a number of world class events like the Afro-Asian Games, many international championships, SAF Games, World Military Games. Interestingly, the team has organised seven National Games in 20 years where as many 30 disciplines are featured and 10,000 athletes and officials take part. Besides, on the advice of the Commonwealth Games Federation, we have hired many international consultants to ensure that there are no slip ups. Nobody should have any doubts either about the unity within the OC CWG Delhi 2010 and its commitment to work together as one family with a common goal – delivering a high quality Commonwealth Games next year. The Commonwealth Games Federation President Mr. Mike Fennell, who is an experienced administrator and has seen many events, has consistently been saying that our work is on target. As recently as on September 2, Wall Street Journal quoted him as saying “One is never satisfied till the finishing work has been done but overall I got the feeling that things are under control.” He did raise some issues in his letter of 13 September 2009. This letter was meant for internal circulation. We respect his views and he has made some suggestions during his recent two-day trip to Delhi. We are placing before the country our position on these issues to reassure our people that we will strive to enhance the image of the country as a wonderful host. It will enhance our tourism potential. We are sending Mr. Fennell a detailed letter about the latest position and when he is here in October, he will see the developments for himself. As for his meeting with the Hon’ble Prime Minister goes, I shall request the Sports Minister Mr. Gill to arrange that meeting. A number of processes are in place to ensure transparency within the OC CWG Delhi 2010. We have set up 23 sub-committees and there have been at least 100 meetings so far. Since we have moved in to the spacious accommodation here, all sub-committees can meet more often. We are prepared to make any organisational changes that are necessary. I may point out that we have been through three annual audits by the CAG and there have been no adverse remarks against the OC CWG Delhi 2010. We have announced some austerity measures and have decided to cancel the AR Rahman concert that was planned for the One-Year-To-Go celebrations on 3 October 2009. We have also cancelled the cultural pageant that was planned for Trafalgar Square in London after the launch of the Queen’s Baton Relay at the Buckingham Palace on 29 October 2009. And yes, the members and staff of the OC CWG Delhi 2010 will fly Economy class. With the consistent and unrelenting support of the Union and Central Governments, let me reassure the nation that we will present to the world a wonderful experience during the XIX Commonwealth Games 2010 Delhi and leave Delhi and all of India a happy legacy of Olympic sport that we will be proud of. Let there be no doubt at all.
jim jones Posted September 20, 2009 Report Posted September 20, 2009 If this outside help was channeled through the CWG Federation it would be a slightly different story.One would assume that the CWG big wigs have all the organizational experience. So send in your own team well before things actually get tricky. Take over key operational/organizational areas. Let the host city focus on the major infrastructure. Run the ticketing, overlay, communications, admin etc. Make the state government fund this contingency plan by threatening to send the Games to Melbourne Or an even heavier hammer then sending it to Melbourne would be to threaten to send it to places with the Required IAAF Class A Stadium . Edmonton or more embarrassing for The Indians An African City Be it Johannesburg . Abuja, Dar El Saleem . LOL Considering Abuja will have all Roadworks for their failed 2014 bid while Glasgow Cancels Rail projects they are indeed further ahead LOL JIm jones
jim jones Posted September 20, 2009 Report Posted September 20, 2009 That's a good point!In 2011 the big competition is the world athletics championships - do you think Usain Bolt etc will sacrifice a world championship gold for a commonwealth gold medal? Highly unlikely. I still have faith though that things will be sufficient in India to allow the games to proceed. Do you think there is the possibility that India will be like Athens2004 with a last minute rush and get things done? I have visions of the swimming being outdoors too as that pool look waaaaaaay behind schedule. Perhaps they will forego the roof! The Federation in evaluations does not take into consideration the background of the candidates that is very important to Capital Works Programs. You only have to look to a countries history dealing with similar events and that is available easily in the age of the internet. New Delhi I am sure I read had many of the same problems in regards to their hosting of the Asian Games in 1982. The Indian authorities also seem to not listen to advice from people like Austin Sealy when he said in the spring to go and hire a portable Velodrome from a Us firm that does that . 6 weeks from arrival on site you have your venue instead of having workers on site . you could direct those Velodrome workers to another site. There is no reason a set of Astral Pools or Myrtha Pools are not on the way to New Delhi for these games. That is a pre engineered and Fina Approved solution. Once New Delhi go behind on some transportation things like Pedestran Walkovers they should have looked to pre engineered solutions like Bailey Bridges. You put in your concrete support pillars and roll out Bailey Bridge cutting down time to erect and devoting manpower to the venues. I man power is there it is the project management that seems lacking. A small gang of men . a bulldozer and you are done fast. Bailey Bridges decorated would be a great piece of Games overlay as it is an iconic innovation by the British Empire in the Second world war. Putting in the concrete pillar forums in with a bailey Bridge replacing a Normal Permanent Material span would do for the games . Post Games to finish the span taking away the Bailey Spans as you complete each fly over or Walk over. If Bailey Bridges support Tanks and heavy Vehicles then they can support Pedestrians coming into a Stadium or Arena . Mabey Industries in the UK makes new Bailey Bridges and they can be rented worldwide from many companies. Their is even a Bailey Bridge maker in Pakistan. i would not doubt a company or companies rent them in India. Somehow i am surprised that sports federation types in the Commonwealth Games Federation don't know about these things ? Jim jones

C'wealth Games chief Friday warned India on preparationsFriday October 2, 2009 NEW DELHI: The Commonwealth Games Federation has warned New Delhi 2010 Games organizers that "enormous" challenges exist which threaten its success, and has demanded immediate changes to the operating structure. Michael Fennell, president of the federation, released a statement Friday saying he would arrive in the Indian capital next week looking for "fast-track changes" to the games' organizing structure, including the hiring of "game-experienced" personnel to lead management, planning and operational roles. The latest warning comes as construction on most of the venues has fallen behind schedule with just one year to go before the games open. "The challenges now facing the Games are enormous," Fennell said in the statement. "Immediate changes will be required ..." Fennell, who wrote to the Delhi organizing committee Sept. 13 outlining his concerns about the lack of progress on venues, will preside over meetings next week of the CGF's executive board and all member nations. He also plans to meet with India Prime Minister Manmohan Singh. The swimming venue is only half-finished, the track and field stadium - the centerpiece of the games - remains surrounded by cranes and many of the highway overpasses needed to shuttle athletes and fans through New Delhi's traffic-clogged streets are little more than concrete pylons. India had hoped the event - from Oct. 3-14 next year and featuring 71 nations and territories of the old British empire - would enhance its international image and smooth the way for bids on more prestigious competitions, maybe even the Olympics. Fennell said the committee must hire experienced groups to assist in almost all facets of the games. "Games-experienced personnel must be appointed immediately - people with a track record of delivering for major events, to lead key management, planning and operational roles," Fennell said. "These operational areas include accreditation, transportation, technology, ticketing, spectator services, protocol, press operations, communications, logistics and medical." Fennell said a successful games could still be accomplished. "We still have a year to go, and it is possible to deliver a successful games," Fennell said. "However, to achieve this there will have to be a renewed focus by management across the operations of the organizing committee. "The Indian government, as a co-signatory of the Host City Contract, is committed to delivering a successful games in 2010, and I know that Prime Minister Singh sees this as a matter of national pride and prestige for India." Fennell said there had been some positive signs recently. "We have seen good progress on venues, and while some remain behind schedule, I note the resolve of the governments of India and Delhi to deliver these quality venues in time for the games," he said. "There is no doubting the sincerity of all involved hosting an outstanding games and the CGF is committed to providing all possible assistance and advice to achieve this objective. It would be wrong for us not to share our concerns about preparations for the games directly with the government." - AP

A section of the CGF feels the apprehensions raised by chairman Mike Fennel are valid while others are of the view that some concerns are unfounded since the event is still 12 months away. Peter Heatley, ex-chairman of the CGF, sees no reason why New Delhi can't host a successful Commonwealth Games October 3-14 next year. "I'm not aware of Mr. Fennel's concerns but what I have seen in little time, I am very encouraged with the enthusiasm I see from all the volunteers. I know it is a big job to get ready on time. The race for an organising committee is a race against time. And I am sure India will win," Heatly said on Wednesday. The Scot said there are some concerns among the member countries but he felt everything would fall in place. "Every country hosts the Games in its own way. India's Games will be different from other Games hosted by other countries," he said. Incidentally, under Heatley's chairmanship the most controversial Commonwealth Games were hosted in 1986 in his hometown of Edinburgh. The 1986 Games, hosted for the second time in Edinburgh, became famous for boycott by 32 countries over Britain's sporting links then with apartheid South Africa. Recalling his experience during the Edinburgh Games, Heatly said: "The Games were boycotted by quite a number of countries. But still we went on and the Games were a huge success. With my experience of organising Games in Edinburg, I know in all probability New Delhi Games will be the best." "The great thing about the Commonwealth Games is that with every Games the number of participation goes up. And next year India will have maximum number of competitors," he said. The Scot hoped India would address the security concerns in the best possible way. "Security is an important part of the Games. Every country has to provide different levels of security depending on the situation. And I am sure India is doing everything in its power. But that won't stop us from coming to the Games or enjoying it. And security is something you have to do thoroughly in the back zone," he said. Heatley's concerns were shared by Ephraim Penn, president of British Virgin Islands Olympic Committee. "Everybody has security concerns and we are following closely what is happening in this part of the world. The Mumbai terror strikes and the attack on Sri Lankan cricketers in Lahore have caused some discomfort among the member countries," he said. But Penn seemed confident and said that 'national pride' will act as a catalyst in boosting India's chances of hosting a spectacular 19th Commonwealth Games. "As the Commonwealth Games near the starting date, the national pride will force India to deliver the best ever Games since 1930. We all have a gut feel it's surely going to happen properly," he said. Penn pointed out that the challenges faced by India are similar to those faced by other countries in the past. "All countries who have hosted the Commonwealth Games have faced such challenges while organising the Games. We are optimistic that the Games are going to happen, and hope that India will come together to make it a huge success. The benefits of organising the Games might not be instant but it definitely leaves a legacy behind," he said.
