New Rowing Venue in Brisbane

According to today’s Courier Mail, Olympic rowing would be:

”held in a purpose-built facility built on a quarry north of Brisbane under a secret plan to keep the event in Queensland.”

“A consortium led by City of Moreton Bay and supported by rowing and business stakeholders has been quietly progressing a plan to redevelop Lawnton’s Boral quarry to transform the site into one of the world’s best rowing venues.“

Brisbane 2032’s twisting and turning over rowing is similar to LA2028 who went through a period of rowing venue changes and options before finally settling on the 1932 venue at Long Beach.

Queensland Government pushes back re Rockhampton Rowng Venue

Ok, this is now reminding me of the period that LA2028 went through before finally settling on a confirmed rowing and canoeing venue.

So World Rowing today insist they have not completed technical assessments of the proposed Fitzroy River rowing and canoe course in Rockhampton  (known as “Rocky”).

On the other hand, the Queensland Government today adamant Olympic Rowing will be held on that river course in Rocky.   A risky move by Premier Crisafulli if it turns out that World Rowing does not approve the course.

So perhaps someone inside World Rowing has leaked to ‘The Australian’ yesterday that the river course in Rocky will not be approved?

So we wait to see the final approval or knock back from World Rowing.

Proposed alternative rowing venue in Brisbane:  Petrie Flatwater Precinct

With the mounting speculation that World Rowing will not approve the Fitzroy River course in Rockhampton for Olympic competition, an alternative venue and renders by the City of Moreton Bay in Brisbane for the Petrie Flatwater Precinct has been released.

The Petrie rowing course would be dug across a collection of existing waterways.  In addition, Petrie Train Station is only 1 km away suggesting the use of shuttles to transport spectators to the venue:

The City of Moreton Bay today unanimously resolved to formally release its Flatwater Rowing Precinct for consideration, as an international standard venue for rowing and paddle sports, at the Brisbane 2032 Olympic and Paralympic Games and beyond.”

“Our proposal provides the International Olympic Committee, and the State and Federal Governments, a cost effective, ready-made solution to keep rowing in Queensland.”

“Having an international standard flatwater rowing and paddle sports venue in the heart of South East Queensland, with prime public transport access via Petrie rail station, approximately a half hour to Brisbane CBD via train and under 40 minutes to Brisbane Airport, is a no brainer.”

“In a unique partnership, Council today also committed to supporting development of the Precinct with Boral who have form delivering significant flatwater infrastructure, including the Penrith Lakes development used for the 2000 Olympics.”

Threats by Politicians to the IOC:  “Shock and Oar” -  Rockhampton Rowing Venue

See, this is why politicians should not be involved in Olympic venue selection.

This naive Queensland Government in this report from The Australian, has threatened the IOC that it will “pull the Olympic Rowing competition from the Games.”

Seriously, wtf, this Queensland Government are embaressing and behaving like they own the Olympic Games if this report is accurate. 

Queensland Deputy Premier Bleijie has allegedly declared that Olympic Rowing aint happening if IOC officials insist the event be moved elsewhere.”

Olympic officials have reminded the Queensland government they are contributing $2.5bn to the running of the Brisbane 2032 Olympic Games and that government officials signed a host city contract giving the International Olympic Committee final say on venues, as a huge row has enveloped the location of the rowing events.

The LNP are new in government, and it is starting to show.

First thing to remember Rocky is now held by the LNP the first time since 2032.
The Kurwongbah state seat (includes Lawnton) is held by Labor, reasonably safe with a 11.8% swing needed by the LNP

From the Brisbane Times are these points about the proposed Petrie Flatwater Precinct should World Rowing not approve (as expected) the Rockhampton rowing venue in the Fitzroy River:

  • an engineer has stated site is ahead of where Penrith was prior to its redevelopment for the Sydney 2000 rowing completion
  • co-location of a residential development with the flatwater precinct.
  • $250million total cost
    • Taxpayerss $150million
    •  Private fundung $100
  • Half the cost of the Rockhampton venue
  • Additional savings expected due to having a shared media centre with the Moreton Bay Indoor Sports Centre (approx. $20-30 million).

Capacity in Games mode

  • the City of Moreton Bay Flatwater Precinct would also hold approximately 20,000 spectators in Games mode,
  • it would also be serviced by two train stations, and
  • be within easy walking distance of a confirmed Olympic venue being the new Moreton Bay Indoor Sports Centre (Boxing), now under construction.

$250 Million Flatwater Rowing Precinct at Lawnton, Moreton Bay

More renders of the venue and proximity of the Moreton Bay Indoor Sports Centre (boxing) of the alternative flatwater rowing precinct at Lawnton in outer suburban Brisbane, as proposed by the City of Moreton Bay Council.

Peter Flannery, Mayor of the City of Moreton Bay, outlined that the proposal would provide a contingency option should technical assessments determine the Fitzroy River unsuitable for Olympic rowing competition.

Procurement begins: National Aquatic Centre

GIICA has an invited national and international  contractors with large-scale experience to lodge prequalification to build the 25,000 seat National Aquatic Cebtre.

The Invitation for Prequalification (IFP) for the National Aquatic Centre Delivery Contractor is open until 5pm AEST, Wednesday 25 February 2026.

Gold Coast Arena update

The Gold Coast City Council has voted to progress the new Gold Coast Arena on to the next stage on a “no-commitment” basis.   This allows negotiations to commence with a preferred partner as part of a proposed public-private partnership, while a business case is progressed.

“The vote does not commit the council to any funding or construction agreement at this stage.”

Olympic sports such as basketball or Volleyball are among the sports tipped to be played at the new 12,000 seat stadium.

Having said that my gut feeling is that World Rowing assessments will in the end find that the Fitzroy River course in Rockhampton does not meet it’s strict technical requirements.  I’d expect these technical assessments will be done during July/August.

If the Olympics was this year, they would have to repair any damage done in 5 months.

It is now impossible for them to make a decision that Rocky is a suitable venue.

Ok firstly,  I hope and suspect that once the July/August technical assessments by World Rowing of the Fitzroy River course at Rockhampton are complete, that this venue will not be approved for Olympic or Paralympic competition.

But that’s only my gut telling me that and we will need to see what the final verdict is from World Rowing.

Secondly, it’s the wet season right now, so this expected minor flood event you‘ve mentioned is nothing new and no damage of anything has yet occurred.  If this was 2032 now, the Fitzroy River in Rockhampton, like any river anywhere, rises and falls during it’s wet season, well outside the Olympic/Paralympic Games period of July-September which are in the dry season.

The history of Fitzroy River flooding at Rockhampton below from the  Bureau of Meteorology dating back from 1855 onwards shows that flooding events have all occurred during the November to April wet season.

And yet the rowing course and the Fitzroy Rowing Club facilities remain there to this day 

But the real question here is around a business case:  is the required legacy rowing infrastructure and temporary Olympic overlay investment at the Rockhampton rowing course in 6 years time in 2032 compared to a location further south?

In the unlikely event that World Rowing’s technical assessments for the July-September Games period actually find that the Fitzroy River rowing course is suitable for competition at that time of year, is the required investment in infrastructure worth it on a legacy basis in Rockhampton where there is a much smaller population compared to another venue further south in the heavily populated South East Queensland region?

Rockhampton recorded its highest-ever August total when 85mm of rain fell overnight. (Aug 2024)

2024 Higgins Coatings State Schools Championships to be relocated Rockhampton Regional Council

  • On Wednesday 14 August 2024, the Fitzroy Rowing course was destroyed following significant rainfall in the region and washed downstream.
  • Sections of the rowing course remain in the freshwater area north of the Rockhampton Barrage while other sections of the course are currently being retrieved from the saltwater section of the river.

Global consortium announced for Gold Coast Arena | City of Gold Coast

The consortium brings together global infrastructure developer and investor Plenary Group, who specialises in public private partnership (PPPs) and the development of major precincts, alongside Live Nation, the world’s leading live entertainment company. Together they bring decades of experience in global arena development, operations and event programming experience.

The consortium also includes leading Australian-owned construction and property group Built as design and construct contractor - bringing more than 20 years of delivery experience in Queensland - supported by Cox Architecture and 3XN as lead architects.

It is expected the project agreement will be executed in early 2027 and construction to commence soon after.

Due to strict probity during the transaction, no further details or images are available until the RFP process is completed.

Brisbane Stadium:  construction start date and new interior renders

Queensland’s state government has announced 1 June 2026 as the construction start date of Brisbane Stadium as new renders of the stadium interior have been revealed by the designers.

This construction announcement is ahead of today’s Games delivery update by the Queensland Government to scheduled to occur today, 25 March 2026.

The new stadium interior renders were published by two of Queensland’s media outlets.

From Brisbane Times:

Construction on Brisbane’s Olympic stadium will begin on June 1, the Crisafulli government announced on the eve of the one-year anniversary of its delivery plan release.”

“And there was also new imagery of the seating bowl design from the consortium of Australian firms Cox Architecture and Hassell, along with Japan’s Azusa Sekkei, which were announced as successful tenderers at the start of the year.”

“While the exact location of the stadium was yet to be finally determined, on the day his firm’s successful tender was announced Cox Architecture chairman Richard Coulson identified a site, in a valley between Gilchrist Avenue and QUT’s Kelvin Grove campus, as the best location.”

Dredging required at Rockhmpton Rowing Venue 

In further media reports ahead of today’s official Games Delivery update event (25/03/2026), it’s been revealed that dredging is required at the proposed flatwater rowing course on Rockhampton’s Firzroy River.

“Rockhampton’s Fitzroy River needs to be widened and dredged to fit Olympic rowing in 2032, a secret report reveals.”

“The Games Independent Infrastructure and Coordination Authority’s feasibility study into the government’s controversial plan to host rowing in Rockhampton found significant work was needed to build the venue, but determined it was achievable.”

“Professor David Hamilton, the director of Griffith University’s Australian Rivers Institute, said the $400 million reported by News Corp cost seemed “a bit conservative” to him.”

“Any dredging would need to be as close as possible to the start of the 2032 Games to be effective, Hamilton said, and to maintain the course as a legacy elite venue for Rockhampton, it would likely need to be dredged about once a year in perpetuity.”

Brisbane Stadium alignment

Australia’s ABC News Breakfast program has also just reported this morning that the Brisbane Stadium will be constructed on an east-west alignment.

 As mentioned in earlier post, the stadium location will be in a valley between Gilchrist Avenue and QUT’s Kelvin Grove campus.

It will be a hot news day today with the Queensland Deputy Premier will today delivering a Games Delivery update from 12noon to 2pm AEST, 25/03/2026 from the Brisbane Convention and Exhibition Centre.

It will not be held in Rocky. My bet it will be moved to Moreton Bay as requested by World Rowing

The new PPP Brisbane Entertainment Centre is not yet listed as an Olympic venue

Below video released at today's media lunch mainly about the site of the New Oval Stadium at Victoria Park

It will be used if completed on time. The same as the proposed one on the Gold Coast

It also shows what is happening to the Gabba site after the Olympics

I hope it’s not held in Rockhampton.

But to be clear, World Rowing have not requested that rowing be moved to Moreton Bay.

From the ABC News Australia report:

"I think the best indication is the recent letter from the World Rowing president, Jean-Christophe Rolland, to Moreton Bay Council, where he confirmed that World Rowing was committed to Rockhampton."

The 63K seat Brisbane Olympic Stadium is the smallest Olympic Stadium since 1928 but it is fit for the future. No need for a 90K mega-stadium then downsize it after 6 weeks of use (16 days Olympic Games and 12 Day Paralympic Games). 

Beijing's Birds Nest seated 91,000 during the Games but 11K temporary seats were removed and London's Olympic Stadium was downsized after the Olympics from 80K to 55K
