I don't think the earthquake risk is important for the IOC, otherwise why didn't anyone mention it for LA28 in 2017? On the other hand, I think that Istanbul's huge concern is the Turkish economy, especially for the IOC, which wants to end the controversy over the exorbitant cost of the Games. So yes, we all agree that no one can predict the state of the Turkish economy in 2036 (one of the reasons why I find it stupid to try to award the games beyond the traditional 7-year deadline), but the IOC doesn't care and will give it a great deal of interest. And let's say that the Turkish economy, today, apart from Argentina, I don't see which country is doing worse. (btw, Paris is building as much metro as Istanbul. 200km in 10-15 years, with the first openings last year. And I used the Istanbul metro last week: I hope you increase the frequency of the airport line...)

Problem with India is that other than Cricket and maybe Field Hockey, they just don't have any sporting prowess.  Will Indian fans still fill the stands in the finals stages of sports where all the Indian entries have already been eliminated?  (Or will they have to dim the lights in the audience stands if they don't want to show half-empty stadia in the final week?  I don't know what the record was on this at those CWG2010.  

(Also, and I imagine or hope it has changed -- Indian culture has this very laissez faire philosophy on people with disabilities.  They accept this as "that is your karma."  So again, what support will the Indian culture extend to the accompanying Paralympics given the endemic, centuries-old attitude towards people with disabilities--born with or inflicted later in life??) 

"Earthquake fears for LA?  Well, #1 - as the saying goes, 3rd time's a charm! 😃 And if it's stood for 96 years and they have hosted 2x w/o any major problems -- then maybe LA's luck will hold out until 2028!! 

#2- again, most of LA's venues to be used for 2028 are post-WW2 structures (or certainly have been upgraded and retrofitted), so those are quite EQ-proof or have been built according to better codes than many ancient structures and neighborhoods in Turkiye's cities! 

#3 - What is Turkiye's domestic intercity travel infrastructure vs. Korea's vs. RSA's -- and even vs. India's?? 

#4 - What other sure, tried-and-tested choice was there for 2028?  And remember, every few years, the IOC has to return to the US to refill its coffers!!  🤩 That's where the $$ is!!

The way I read it is that KOC found that the Games would be more useful in North Jeolla province than in Seoul.

In any case, I think all speculation on 2036 is difficult until the new IOC President is in place and host selection process is confirmed.

So with the switch from Seoul to North Joella in South Korea, it makes the overall list of interested parties for 2036 as:

Are there actual advantages to this idea (I don't mind admitting I don't know enough to make a judgment, I'm kind of surprised!); or is this domestic politics getting in the way of Korea's best chance?

Ideally, it's good for all Korea so that sports development will indeed be spread out for the country.  But that's great for the LONG-TERM . . .  not for a 17-day festival where the concentration of events in close proximity to each other makes for a dazzling and MAGIC MOMENT that cannot be matched by having a dozen towns hosting various events. And they forget that the IOC likes to brand its main product with a well-known cosmopolitan city.  WHo ever heard of "North Jeolla"? 

You can't have an Olympic Games Ogra-Krak-PyongNook-Kim-Doop-Chosun-Trk-Voon-Vap-Kimchi-Bulgoki 2036!!  😀
