I mean, isnt this kinda a good thing for those who purely and selfishly want Sapporo to get 2030?  I think the idea is to ride the poll they took a couple months ago as the bible as their evidence that Sapporo wants the Olympics.  I wouldnt think a straight up referendum does the bid any favors at this juncture.  Very high risk high reward maneuver.

They got time, it aint over yet.  2026 wasnt effectively saved until a last gasp bid by Cortina/Milan, and here we are.  Thats what we are riding with.

Hopefully Sapporo keeps riding that little poll they had to the very end and avoids anything to do with a referendum.

They have Salt Lake.  The IOC will pay the USOPC whatever sum of money is needed to satisfy them if it comes to that.

And yes, Sapporo seems like they're doing exactly what the IOC wants them to do.  Keep up the facade that the majority of their citizens want the Olympics and doing very little to contradict that line of thinking.  That's where the "new norm" allows the IOC and the folks in Sapporo to be much more discreet about this.
