Then the 2032 regional plan are the Germans' best chance for the moment -- or they will have to wait for the 2033-2040 continuum to launch the next viable bid.

Second time, actually. He just announced his retirement for 2021 a few weeks ago. :P

However, the we-won't-host-in-2036-card might play out as useful for a 2032 campaign - assuming the IOC want to go to Europe again by 2036 the latest and Germany are their favourite choice to do so. UK and France just hosted, Italy will probably do so in 2026, so who else will be in the running except maybe Budapest or perhaps Madrid?

Then again, any German bid will probably be stopped over public support figures or regional politics by the time anyway.
