If you click on the links on the site he explains some things about it, but not in any great detail. It's safe to assume, though, that it takes into account various aspects of a bid (infrastructure, past experience, support etc), gives each of these certain weightings, adds in some subjective scores for intangibles and comes out with a result. My feeling is, for example with the 2012 race index rankings, was that a lot of the results he came up with were basically what anyone with knowledge of the bidding process who looked at the race objectively and used a bit of common sense would have thought.
