1 will likely have nothing to do with the other.  I brought it up in another thread that Canada was able to host (in the same month, no less) the Women's World Cup and the Pan Am Games.  Toronto was left off as a WWC venue.  Since there's likely at most 2 or 3 cities in play for Canada with the World Cup in 2026, they can easily exclude Calgary and leave them to make a play for the Winter Olympics.

As for Toronto, what exactly would they use a national stadium for?  Seems like a waste for them to put that in motion before they make another push for an Olympics.  And with LA looking likely to get either 2024 or 2028, that likely would push Toronto off for awhile.
