obviously a rush job...on the cheap...

There's no reason for them to make an entirely new logo, so there must be some reason why it was changed. Maybe not rushed, but instead Intentional?

The first logo was far superior. All the work had been done so why incur the cost of a redesign and applying it to all the elements. Waste of time and money.

They seem to be using the same colour palette as London 2017 as well. Which apart from liking the London 2017 logo, Im not a big fan of what Ive seen so far.

 As controversial as London’s "Lisa Simpson giving head” logo was, it was at the forefront of a design trend of going VHS retro-80s. You see that in the iOS iphone app design interface, the current Google logo, and now the LA bid logo. But they need to change it. It’s a bit uninspired, especially with the marketing/branding resources that are abundant in LA.
