Exactly why the 2 aren't comparable. Havana didn't make the shortlist. It wasn't even voted on by the IOC. Almaty is going to be voted on against only 1 other city. They are going to get some votes. You're right, I don't think they have a good chance at winning, but they certainly have a better shot than Havana, which very literally had no chance of winning. So it's not really fair to compare what actually happened with Havana to what could have happened (but didn't happen) with Almaty. The IOC didn't vote on Havana. They weren't even given an opportunity to vote for Havana. They will be given a chance to vote for Almaty. And there will be IOC voters who choose Almaty. Almost close to the disaster made by the 2010 Commonwealth Games in Delhi. Knowning that, thr hugd debt of the country and the current situation, is a definitive NO.
