But Tsar Putin may be regretting his World Cup bid. Unless they can bribe a few referees I think Russia will be eliminated in the group stages. gotosy Posted November 1, 2016 Author Report Share Posted November 1, 2016 Bolivia docked four World Cup qualifying points over ineligible Nelson Cabrera Bolivia have been stripped of the four World Cup qualifying points they gained from a 2-0 victory over Peru and a goalless draw with Chile as punishment for fielding an ineligible player. FIFA has awarded Peru and Chile 3-0 victories in the matches last month after 33-year-old defender Nelson Cabrera played for Bolivia despite being ineligible having previously represented Paraguay. Cabrera featured as a late substitute in both matches, against Bolivia in La Paz on September 1, and five days later against Chile in Santiago, although he was not included in the squad for the 5-0 defeat in Brazil on October 6. Bolivia, who were also fined 12,000 Swiss francs (£10,000), remain second-last in the 10-team South American qualifying standings. It is unclear if Bolivia failed to apply properly for Cabrera's transfer of allegiance, or if he was never eligible for his second national team. The top four qualify automatically for the 2018 World Cup in Russia and the fifth-placed team go into a play-off. FIFA's ruling sees Argentina slip to sixth place in the table with 16 points after 10 matches, although they are level on points with fifth-placed Chile and just a point behind Ecuador and Colombia. England and Scotland will meet for a World Cup qualifier on Nov. 11, Britain's Remembrance Day, when British Commonwealth forces who have died on duty since World War I are honored. Both associations asked FIFA to let their players wear the commemorative poppies somewhere on their jerseys, but that would breach rules banning political, religious, personal or commercial messages on official uniforms and equipment. Granting an exemption for England and Scotland would create a political minefield, according to soccer's governing body. FIFA Secretary General Fatma Samoura said Wednesday that she had already been approached by other member associations asking for "similar exceptions" and the "response has been the same: We have to apply uniformly and across the 211 member associations the laws of the game." "You could make many exceptions," Samoura, a Senegalese, added on the BBC. "Britain is not the only country that has been suffering from the result of war. Syria is an example. My own continent has been torn by war for years. And the only question is why are we doing exceptions for just one country and not the rest of the world?" The English FA insisted that the "poppy is an important symbol of remembrance and we do not believe it represents a political, religious or commercial message, nor does it relate to any one historical event." After talks with FIFA, the English Football Association confirmed it intends to "pay appropriate tribute to those who have made the ultimate sacrifice by having the England team wear black armbands bearing poppies in our fixture on Armistice Day." The Scottish FA was yet to say whether its players would wear similar armbands. A FIFA compromise in 2011 allowed England players to wear the poppy on black armbands for a friendly game against Spain. Since then, the FIFA leadership has completely changed. England and Scotland are unlikely to face a points deduction in their World Cup qualifying group, with a fine more probable. "It is not really my ambition to punish anybody," Samoura said at Wembley ahead of a meeting of the International Football Association Board, which features the English and Scottish FAs. "They just have to recognize themselves that they are part of the rules of the game and they should be ready to face any kind of sanctions or measures against. This time it's so heartbreaking close as it's been in ages for the Canadians with winning over El Salvador in Vancouver's BC Place to get the second CONCACAF group spot behind Mexico. Mexico should've beaten The H. But this illustrates the recent World Cup pedigree Honduras (and certainly Mexico) now has it built up over the likes of Canada, which hasn't been in one in over 30 years now (only appearance in 1986 when the US was still in the international dark ages with a ragtag team that punched above its weight and held their own yet didn't score a goal). Do I honestly think Canada could make it to Russia? No, not with Mexico, the USA, and Costa Rica ahead of them (not to mention the 5th place South American team) but it would be nice to see. Frankly, unless the WC qualifying tournament gets remade somewhat with the expanded field when it happens with CONCACAF gets another spot or two, we would have to await for a highly-regarded Canadian golden generation to emerge.
