In this context, the IOC reiterates its guidance to Applicant Cities. Additionally, existing Candidate Cities (who have not already done so) are asked to publicly "tease" their bid details (including their logo). So far, the following Applicant Cities have declared their intention to bid: New York City (United States) Paris (France) Melbourne (Australia) Sapporo (Japan) Copenhagen/Malmo (Denmark/Sweden) Toronto (Canada) Cape Town (South Africa) A preliminary announcement has been made by Reykjavik (Iceland) The Executive Board will select the Candidate Cities on 15 February 2015. The host of the 2028 Olympic Games will be chosen during the IOC Session of 20-22 March 2015 in Vienna (Austria). I've made the announcement, but I haven't bloody done anything! Insinuations, insults or negative attacks of any manner are strongly discouraged at any stage of the selection process. 2) In keeping with IOC tradition, the Applicant Cities are to phrase the case for their bid in positive terms. Negative contrasts with another city's application will not be permitted. 3) In the event of substantiated and considerable doubt about the conduct of another Applicant City, any queries are to be addressed to the President of the IOC. 4) The overall conduct of Applicant Cities may very well form part of the overall evaluation by the IOC Executive Board, as well as its Evaluation Report in the Candidate City Phase. 5) In extremely egregious cases, the IOC Executive Board (acting through its President) may issue a formal reprimand or warning. A warning will automatically carry the deduction of points in the Applicant City Phase or votes in any/all round(s) of the election of the 2028 Olympic City. 6) Should an Applicant or Candidate City persist in conduct damaging to the overall process of selecting the 2028 Olympic City, the IOC Executive Board (acting through its President) may disqualify an Olympic City or request that the bid be taken over by another bid committee leader. 7) The IOC shall endeavour to hear all sides, but may decide to dispense with a hearing where the facts appear clear and unambiguous. 8) In exceptional circumstances, the IOC Executive Board (acting through its President) may also decide to suspend the voting rights of any IOC Member actively disrupting the selection process. 9) This Code of Conduct becomes effective immediately. It may be expanded, abridged or discarded upon decision of the IOC Executive Board (acting through its President). Toronto The city of Toronto has failed to submit its bid documents on time. The bid leader has communicated with the IOC President and made him aware of family commitments, and assured him of the submission of Toronto's bid documents within short order. The IOC understands that family commitments can come up at any given time, and assures the bid leader of his understanding. That said, the President has made it clear to the Toronto committee that the late submission will have repercussions, namely the deduction of a certain number of votes in either the Candidate City and/or Olympic City vote(s). The President will consult members of the Executive Board prior to making a decision regarding the number of votes to be reduced. The decision regarding the precise parameters of the reduction will be announced separately, once it has been made. The IOC Executive Board also reserves its right to issue a formal reprimand or warning to the Toronto 2028 Committee, as the late submission can be regarded as a violation of the spirit of fair play between the Applicant Cities. However, should Toronto not submit its bid documents by 23:59 GMT tonight, it will be automatically disqualified from consideration as an Applicant City and its application voided. In the event that Toronto does present its application file, an announcement regarding its designation as an Applicant City will be made shortly thereafter and separate from this release. Applicant City Q/A-Sessions Until the 15 February vote regarding the designation of Candidate Cities, all Applicant Cities will be obliged to answer questions by the IOC Executive Board. These may come from the Executive Board members directly or be relayed by the President on behalf of said members. This will be done in a separate forum thread to be established by the IOC President. The discussion of any questions asked shall be conducted in a respectful manner. In order to avoid negative campaigning during this period of questioning, IOC members (i.e. all those forum members not on the Executive Board) are welcome to submit any questions for the Candidate Cities via the President or one of the Executive Board members with full voting rights. Failure to respond to questions asked may result in a reprimand, warning or (in extreme cases) disqualification. Questions shall be permitted until 14 February, 23:59 GMT. After that date and until the close of voting for the Candidate Cities, no questions may be directed at the Applicant Cities. None of these provisions shall affect free, fair and constructive discussion of the bids on this principal thread for the designation of the 2028 Olympic City. Voting to designate Candidate Cities Within the IOC Executive Board, Candidate Cities shall be selected next Sunday, 15 February 2015. The precise procedure will be announced in the upcoming week. The IOC President shall be contacting the members of the Executive Board to lay out the precise criteria they are to consider when casting their ballot for a Candidate City. Last night I unfortunately had to travel to my grandparents house unexpectedly. Not only did this add further personal pressure, but given their location it took away time to post the file. Upon closer examination of the matter, it has been discovered that there are several matters that warrant the immediate attention of the Paris 2028 bid team. The IOC Executive Committee would have strongly preferred to have prior discussions regarding these with the Paris 2028 team. However, despite corresponding requests, their inbox was full. Therefore, this announcement will go ahead without prior notification of the Paris 2028 team. The Paris Bid File It is evident that the Paris 2028 bid team has essentially lifted the venue plan and the cartography of its application file straight from the bid book of the Paris 2008 campaign. This becomes clear through closer inspection of said application file: The map used on page 3 of its Applicant File is a map that can be found on Google image search and leads to this entry. In fact, the only amendment to the map is the replacement of the Paris 2008 logo with its 2028 counterpart. Even the 2008 slogan ("Paris s'engage pour les Jeux") was retained Talking of which, its bid logo bears more than a passing similarity with the Paris 2012 logo Additionally, the list of venues posted has been taken from pages 15 and 16 of the Paris 2008 Applicant File, virtually unaltered In so doing, the Paris 2028 team disregarded the new Olympic sports programme previously announced and which we even discussed. By entering the bid process, the Paris 2028 team accepted its rules. Aggravating Factors What makes the matter worse is that, unlike the Toronto bid, the Paris 2028 didn't make any effort to alert the IOC Executive Board members or the overall IOC (i.e. forum) membership. Had concerns not been raised with the IOC President from third parties, it's likely that neither he, nor other Executive Board members would have obtained knowledge of this Everyone was aware of the 6 February deadline, and there were multiple posts on the formal requirements expected. The IOC President was available for questions at any time, except for the last full weekend prior to the deadline Whilst not expressly stipulated in the formal requirements, originality of a bid should (quite obviously) be a given. Overall, 5/7 Applicant Cities managed to present an acceptable venue plan which both catered to the new sports programme AND proposed original ideas. If everyone just recycled the venue plans from previous (and easily searchable) bid books, there would be no point in staging a bid process. Had the Paris 2028 required more time for a later submission of the bid, the IOC Executive Board would have certainly been willing to adjust the deadline accordingly. In line with the tradition of previous bid processes on here, it wouldn't have been unheard of and, in all likelihood, would have stood a decent chance of being granted. However, no such request was ever received. Conclusion Consequently, it is quite clear that this represents conduct liable to disrupt the bid process. The omission of any attribution to original authors, lifting of maps and venue plans without any notification, the refusal (deliberate or by omission) to adjust the sports in the Paris 2028 proposal to the sports programme in force for the 2028 Games and the problematic nature of the Paris 2028 logo leave little room for any other conclusion than an attempt at deliberately misleading the IOC Executive Board and the wider IOC. This, with all due respect, is quite simply unacceptable. Conclusion Therefore, in accordance with the Code of Conduct, the Paris 2028 team is being given a formal warning. The warning entails an automatic deduction of votes, in both/either the Candidate City or/and Olympic City votes by the IOC Executive Board/IOC. It is the Executive Board which will decide on the exact penalty. Since this is an egregious case of effectively misleading the IOC, the reduction of 75% of Paris 2028's votes in both the Candidate City and Olympic City votes will be recommended by the IOC President to the Executive Board during its session on 15 February 2015. However, effective remedial action can cause a change in said recommendation (see below). Remedial Action The Paris 2028 team is being given an opportunity to demonstrate its willingness to correct its conduct and thereby substantially reduce the penalty it would otherwise incur. Therefore, the IOC Executive Board requests the Paris 2028 bid to present a new Applicant File. - Present a new, original venue plan - The venue plan has to include the new sports and be in line with the requirements listed - Any maps have to include those sports and should not be derived from previous bids - It is strongly recommended that the Paris 2028 team changes its logo, as it bears more than a passing resemblance to the "Paris 2012" one The deadline for presenting the new application file is 12 February, 23:59 GMT, to enable a proper discussion about the technical merits of your bid. Should the Paris 2028 Committee fail to adjust its current application file accordingly and submit a revised application file, the IOC Executive Board will automatically disqualify Paris 2028 with effect from 13 February 2015. Frankly, I'm quite disappointed with the failure of both to present original plans - I share your sentiments on this one. As for disqualification, the formal warning also is a precursor for that step. However, I felt it better to discuss this with the entire Executive Board upon seeing whether Paris (and Toronto: separate release on that bid imminent) will make an effort to learn from its mistakes. Should Paris not react/react belligerently OR fail to present an acceptable revised version of its Applicant File, it will be disqualified. Ditto for Toronto. It seems our esteemed Japanese friends also thought this as the Sapporo applicant file does not feature a map. If anything Toronto should be penalized more for taking the exact same venue table from the 2008 bid book. At least Paris altered it a bit. I would also like to say that for the venue plan map and list I used the Toronto 2008 bid files...I'm not good at making graphics.
