CBC wins Olympic rights for 2018, 2020 Bell and Rogers are involved as well, so the arrangement should be similar to what they had for 2014. The CBC just isn't capable enough anymore to do it alone without sharing some production costs and on air talent. For example, the normal swimming and track and field announcers were both cut from the network this year, and most of their guys are now working for Rogers on HNiC anyways.
