Vietnam premier says NO to 2019 Asian Games

TUOITRENEWS

UPDATED : 04/17/2014 19:17 GMT + 7

Vietnam will give up the right to host the 2019 Asian Games that it won in 2012, Prime Minister Nguyen Tan Dung concluded at a central meeting on Thursday.

The Ministry of Culture, Sports, and Tourism was instructed by the premier to work with the Olympic Council of Asia (OCA) and involved partners on a withdrawal plan, according to a statement released by the official government website today.

The government leader expressed thanks to OCA for their support and assistance to the development and growth of sports activities in Vietnam as well as supporting the country’s bid to host the quadrennial sporting event.

He admitted that Vietnam doesn’t have experience of organizing a large international sporting event like Asiad and will bid for it at a proper time in the future.

In 2012 the Olympic Council of Asia awarded Vietnam the right to organize the 2019 Asiad after the country beat Indonesia in a race.

The Ministry of Culture, Sports, and Tourism has said that the country will only need an estimated US$150 million to hold this multi-sport event.

But many government ministries have argued that such an amount will not be enough for hosting the competition, adding that the real fee will be multiple times that number so Vietnam should not host it.

A recent Tuoi Tre survey that received 13,661 votes from its readers showed that 84 percent of the respondents did not support the idea of Vietnam organizing the 2019 Asiad.

They suggested that Vietnam return the right and pay a fine instead. A mere 14 percent voiced their approval of the organization of the sports event in Vietnam.

Prime Minister to withdraw the decision to host the 18th Asian Games
04/17/2014 18:53 (GMT + 7)
TTO - After considering all aspects, on 17-4, the Prime Minister has decided to deliver the industry to work with the Olympic Council of Asia and other stakeholders to withdraw host, not 18th Asian Games held in Vietnam.

On 17-4, at the headquarters of the Government, Prime Minister Nguyen Tan Dung chaired the meeting and preparing to host the 18th Asian Games held in 2019.

The meeting was attended by Deputy Prime Minister Vu Duc Dam, Minister of Culture, Sports and Tourism Hoang Tuan Anh and leadership of the Ministry of Finance, Planning and Investment, Foreign Affairs, Government Office and the People's Committee of Hanoi City.

After hearing the report of the Ministry of Culture, Sports and Tourism, the report of the Office of Government and opinions of the delegates attending the meeting, Prime Minister Nguyen Tan Dung concluded about the host and the preparing 18 Asiad held in 2019.

Accordingly, the Politburo, the Secretariat and the Government has a policy to prepare the necessary conditions to host the regional sporting events, international, including Asian Games at the appropriate time to contribute to sport development and economic - society of the country.

Ministry of Culture, Sports and Tourism and the People's Committee of Hanoi has conducted advocacy and accepted to host the 18th Asian Games in Hanoi in 2019.

The Prime Minister also expressed on behalf of the government to thank the Olympic Council of Asia (OCA) for their support and assistance in developing Vietnam sports in general and pro-Hanoi hosted the 18th Asian Games in particular.

However, Prime Minister of Vietnam concluded no experience in organizing major sports events like the Asian Games. Prepares to host the 18th Asian Games has not been close. When campaigning host, no scheme to ensure organizational success Asiad if accepted.

So far, 18 Asiad organizing scheme has not been approved by the Prime Minister. There are also many comments yet consensus on the meaning and purpose also vary greatly in terms of total investment as well as specific funding sources (central budget, local budgets, socialization sources, source revenue from the Asian Games).

He affirmed that the host and organize successful events and sports areas, will contribute to international economic development - social and image promotion, empowerment of the country. However, if the organization is not careful, it will not succeed opposite effect.

Through the actual sports events have been held in major Vietnam and around the world shows that most income is not enough to cover costs and more efficient use of the work after the organization is not high .

In the context of severely affected by the financial crisis and global economic recession, the economic situation - our country's society there are many difficulties.

Budget (the central budget and local budgets) are limited and must focus investment priorities for tasks other urgently needed.

On the other hand, the investment in the construction of a new work item must be in service for 18 Asian Games in the form of socialization as: Velodrome Basin, athletes village, district and 5 competitions equestrian disciplines coordinate ... as well as the expected revenues from Asiad to complement funding organization is certainly no basis and very difficult to ensure.

Through the present considerations, the Prime Minister assigned the Ministry of Culture, Sports and Tourism in coordination with the Ministry of Foreign Affairs of the People's Committee of Hanoi City urgently working with the Olympic Council of Asia (OCA ) and other stakeholders to withdraw plans to host the match, not the Asian Games held in Hanoi 18.

Vietnam will apply to host the Asian Games at the appropriate time.

SPORTS
Thailand cited as reason Vietnam shouldn’t host 2019 Asiad
TUOI TRE
UPDATED : 03/25/2014 14:31 GMT + 7
Thailand, which hosted the Asian Games four times, has been cited as an example to dissuade Vietnam from hosting the 2019 Asiad.
Thailand spent large investments hosting the Asian Games in 1966, 1970, 1978, and 1998, believing that doing so would help their national sports program grow the best in Asia.
However, in reality Thailand only became the best in Southeast Asia.
In 2012, Vietnam was awarded the right to host the multi-sports Asian Games in 2019. Since then, the majority of citizens have voiced protests against their country organizing the event because of the expenses it will incur.
A recent survey by Tuoi Tre newspaper that attracted 2,716 online votes shows that 83 percent of the respondents believe Vietnam should not host the competition, while 15.7 percent believe it should.
The story of Thailand
In the 1960s and 1970s, Thailand was ranked only after Japan and the Philippines in all of Asia regarding national-level sports development.
The Thai government approved a plan to excel to the international standard by spending a large sum hosting four different Asian Games.
After holding the four events from 1966 to 1988, Thailand could only surpass the Philippines and other regional rivals to top Southeast Asia in medal ranking, but had to accept sixth place in Asia after Japan, China, South Korea, Iran, and North Korea.
Surely, Thailand secured its place in Asia’s top six by hosting the events but it bowed out of the top ten ranking at the 1982 Asiad in India.
Most recently, at the 2010 Asian Games in Guangzhou, China, Thailand won only 11 gold medals and ranked ninth.
At the international level, Thailand had to wait until 1976 to win their first Olympic medal in Canada, and twenty years later, in 1996 the country bagged the first Olympic gold medal in boxing.
Thai athletes can only compete at international tournaments in two sports: boxing and weightlifting.
It appears that Thailand failed in their plan to rise to the top in Asia and the world, and thus their large investments in the Asiad games were wasted.
Such investments did not even turn a profit. It was reported that Thailand spent a total of 21.97 billion baht (US$675 million) hosting the 1998 Asian Games and made only 2.73 billion baht ($84 million) from them.

According to the internet gossip (in East Asia), Japan may take up the 2019 Asian Games as a rehearsal of the 2020 Tokyo Olympics.

Possibly. But the Asians have a lot more sports than the SOG; and test events would be lined up for 2019 already. The problem with using the Asians as a test event for 2020 is that you won't get universal participation...as they usually try to do in the pre-Olympic year test events. But the IOC could OK it.

I doubt Japan will Host it. Japan's already got the 2017 Winter Asian Games in Sapporo.

I wonder whether Surabaya will get the Hosting rights, seeing as though they were Runners-Up in the Bidding process. If not, I would like to see either Dubai, United Arab Emirates or Singapore, Singapore get the Hosting rights. Singapore could step in, seeing as though they have that Sports Hub and would surely be ready in 5 years.

Singapore, Singapore...whenever noone is there to bid for CWG, Asiad etc, someone pulls that name out of the hat.

Has Singapore itself ever signalled any hosting interest after the YOG? I guess if they wanted to, they would have bid for 2019 - or the 2022 CWG, but it didn't happen, or did I miss anything?

Well it is possible for Singapore to take over the 2019 Asian Games. S'pore is going to host the 2015 South East Asian Games and would not be difficult for them to further preparing the 2019 Asian Games

Other possible candidates of 2019 may include: Taipei (Chinese Taipei aka Taiwan), Dubai (UAE), Nanjing (PR China).

What a colossal dissapointment....I kinda hoped the games would return to Southeast Asia but I guess that won't be the case. It was a mistake giving the games to Hanoi.

Due to lack of time I think they should give the games to a more prepared country that has everything ready. Possibly China or Japan. But i guess the 2019 edition will have to be minimalistic/compact due to the time.

I guess this is also Sochi's fault (??)

I think 2019 will be between Japan and Indonesia. Surabaya was the other 2019 bidder; so it could still be Surabaya...or Jakarta or Palembang which has also hosted the SEA and the Islamic Solidarity Games. Tokyo of course could also be ready by 2019. Again, it all depends on not only who will have most venues already in place but which city can work out an Athletes' Village (or have the most university dorms to lend) in a fiscally responsible way.

OCA to select 2019 Asian Games host city in September

The Olympic Council of Asia (OCA) will select the 18th Asian Games host city at its 33rd General Assembly Sep 20, 2014, in Incheon, South Korea, after Vietnam withdrew as the host of the 2019 games.

The sports governing body of Asia held a meeting with Vietnam Olympic Committee during the OCA Executive Board meeting and "OCA was very clear that the Asian Games 2019 must maintain a very high quality and standard," reports Xinhua, quoting an OCA press release Friday.

After Hanoi was awarded the 2019 games in November 2012, the OCA conducted three inspection visits to Hanoi and indicated to the organisers that the Asian Games requirement and the procedure have not been achieved as per the host city contract.

"OCA was aware and happy about the decision taken April 17, 2014, by Vietnam not to delay such an important matter to a later stage, which then could be very difficult for OCA and Vietnam to find a replacement city to host the Asian Games in 2019," said the press release.

Time was still lost though, sadly. I doubt that the OCA will want to risk picking a newbie specially after the reason which Hanoi cited to resign.

I got a feeling it might be Japan since they would most likely build everything in time and with a fast pace. Not China. Too soon after Guangzhou. I also doubt it will be Thailand, both for the reason they've hosted a lot already and that they had some problems to organize the 1998 edition (they finished the main stadium at last second)

Like I said before the North sucks no fresh food I'll only go back to go to Halong Bay everyone tells me the South is better Hanoi can't do it help the poor first

LOL! I'm the opposite - I actually loved the food in Hanoi, had a few fave restaurants, but wasn't much impressed by the on-board "banquets" in the Halong Bay boats.

But yeah, I always thought Hanoi would need to be flattened and rebuilt again (and thus lose its charm) to host an Asiad. Those charming, teeming, narrow streets and laneways makes Hanoi and exotic and very colourful city, but would make the operation of a modern second tier multi-sport games a nightmare.

Indonesia Favorite to Take on 2019 Asian Games

Dubai. Indonesia is favorite to take on the 2019 Asian Games after Vietnam’s withdrawal because of the cost, Asian sports sources said Friday.

A decision on the new country will be made on September 20 in Incheon, South Korea which will host this year’s Asiad at the same time.

Vietnam’s Prime Minister Nguyen Tan Dung announced on Thursday that his country was pulling out of hosting the 2019 Games because of economic “difficulties.”

Olympic Council of Asia (OCA) leaders warned Vietnam this year that they were already falling behind in preparations, officials said.

Staging the world’s second biggest multi-sport event after the Olympics requires hundreds of millions of dollars of investment.

“Three countries have shown an interest in hosting the 2019 Asian Games following Vietnam’s withdrawal,” an Asian sports source familiar with negotiations told AFP.

Indonesia is one and the other two candidates are also from East Asia, the source added without naming the other two.

“Indonesia, which was beaten by Vietnam in the hosting vote in 2012, is seen as the strongest candidate,” the source said.

OCA members confirmed that Indonesia is the leading candidate but said more negotiations would be needed.

“The Jakarta authorities have asked questions about the cost,” said one official, who spoke on condition of anonymity.

Indonesia staged the Asian Games once before, in Jakarta in 1962.

OCA director general Husain Al Musallam said the Asian council will decide the new Games host on September 20, during the OCA General Assembly in Incheon.

The 2014 Asian Games start in Incheon on September 19.

“The OAC knew about the decision and is happy that Vietnam made it public on April 17 because delaying it would have made it difficult for the OAC and Vietnam to select another venue,” Musallam told AFP. ”After the Games were awarded to Hanoi, the OAC carried out three inspection visits to the Vietnamese capital and made it known to the local organizers that the conditions were not being met.”

Hanoi signed a contract with the OCA setting out the conditions, including the building of stadiums and infrastructure for staging the Games.

“The last meeting between the OAC and the Vietnamese Olympic committee took place on March 31 and the OAC made it clear during that meeting that the 2019 Asian Games have to be held to the highest standards,” the official said.

Hanoi was chosen in 2012 to stage the 2019 event which attracts more than 10,000 competitors though the number of events is being cut.

Vietnam’s prime minister blamed a lack of experience in hosting large sporting events and “difficulties in the country’s socioeconomic situation” as the reasons for withdrawing from the 2019 Games.

“Vietnam will apply for the hosting of ASIAD at an appropriate time,” an official statement said.

Vietnam’s Olympic Committee initially proposed a budget of about $300 million for the Games. But as the country recovers from an economic crisis, the government slashed the sum.

Indonesia “Proud” to Host 2019 Asiad if Selected

Jakarta. Indonesia said Saturday it would be “proud” to host the 2019 Asian Games after sports sources indicated it was the favorite to take on the event after Vietnam withdrew.

Vietnam’s Prime Minister Nguyen Tan Dung announced on Thursday that his country was pulling out of hosting the 2019 Games because of economic “difficulties.”

Olympic Council of Asia (OCA) members confirmed to AFP that Indonesia is now the leading candidate but said more negotiations would be needed.

“The Indonesian people would be proud of being the 2019 Asian Games host country after it held the Games several decades ago,” the Indonesian Olympic Committee (KOI) official Ade Lukman told AFP. ”It is very important for Indonesia if we are nominated as the Asian Games host country, as it will help create stronger interest in sports here and hopefully it will help improve the achievement of our athletes competing in the event.”

Staging the world’s second biggest multi–sport event after the Olympics requires hundreds of millions of dollars of investment.

“The Jakarta authorities have asked questions about the cost,” said one OCA official, who spoke on condition of anonymity.

Indonesia is one of three countries that have since shown an interest in hosting the event, the other two are also from East Asia, a source familiar with negotiations told AFP.

“Indonesia, which was beaten by Vietnam in the hosting vote in 2012, is seen as the strongest candidate,” the source said.

Lukman said he was awaiting official confirmation of the situation from the OCA.

If Indonesia is selected as host, the event will take place in the country’s second biggest city of Surabaya on eastern Java island, he added.

Lukman said that the city administration has expressed its seriousness in building a new sports facility in order to meet requirements for holding the international sports event.

OCA director general Husain Al Musallam said earlier that a final decision on the new Games host country will be made on September 20 in Incheon, South Korea, which will host this year’s Asiad at the same time, according to

Indonesia staged the Asian Games once before, in Jakarta in 1962.

A Japan 2019 could be feasible but one should remember they're already landing the 2017 Winter Asiad in Sapporo/Obihiro (which nobody wanted). The advantages and disadvantages of assembling two paralel OCOGs with OCA for two consecutive games may come into play here.

It only seems justified that since the runner-up city (Surabaya) is still interested; so if they still meet the requirements, then it should go to them. As Victor said, Japan will already be hosting the 2017 Winter Asiad, so maybe another host should do 2019 altho staging it in Tokyo would be no skin off Tokyo's nose.

i think it's too late for surabaya they already signed the contract for the asian youth games in 2021 however i think if indonesia must host asiad 2019 i'll nominate palembang or riau... and besides we still left behind to countries like malaysia so i think it's they turn to host ...
