And does Bach insist on the 1976 victory being mentioned when he's introduced, or is it just a novelty with it being his first games?

All IOC members are announced with their medals (at the victory ceremonies etc.). It appears volunteers are filling in the seats where athletes would sit to make it look like its not empty. LOL
