Anton Gafarov's broken ski

I just heard about how Russia's Anton Gafarov fell a few times during one of the cross country sprint events and he was hobbling on a broken ski for quite some time. Finally a Canadian coach ran out onto the course with another ski and helped put it on Gafarov's foot so he could finish the race with 2 good skis. Still, because he was on a broken ski for so long, he finished in last place.

So my question is - if it is legal for a Canadian coach to give him a replacement ski, then why didn't the Russian coach do anything? You would think the Russian coach would run out onto the course immediately to replace his ski, and maybe he wouldn't have finished in last place.
