If that were the case, why give 2014 to Russia given their history of issues with Georgia? Because the Syria problem might implode to a whole regional crisis/ wars. Well, obviously, they wouldn't make that a "key" play of their bid. If anything, the bid team might make a subtle mention of it, but I seriously doubt that they'd be that dumb to make that a core argument of their narrative.
