Yes, they fired them -- but only because LOCOG exposed them. These people didn't hatch this plan on their own. It was a coordinated effort. Someone told them what to look for. These weren't low-level people either. If they were in London observing, they had to be fairly high-ranking members of the organizing committee. It looks very shady to me.

And all the country must pay for a crime of a group of 10 people. You must be probably right... BTW, Americans or whatever-nationality never been part in suck kind of scandals... No, I don't think it's a coodinated action from the Organizing Committee... Indeed, LOCOG said if asked all documents would be released to Rio 2016 OC without problems. More, how did London people knew there were some copy-paste of digital files??? Whatever, who made things wrong are now punished...

The ten culprits were Rio staffers, part of the 200-strong Rio team of observers allowed to shadow LOCOG in operation so that they can see/improve ops for their turn. It is an IOC-approved project that is part of the transition of management from one Games to the next. The ten apparently had been assigned to LOCOG's Technology (whatever that means) sector. I think it's the Dept which probably oversees the maintenance of LOCOG's communications and working files. So they had easy access to sensitive files which LOCOG, trusting the Brazilians, didn't think to classify/segregate them FOR LOCOG EYES ONLY. But the Brazilians, snooping around, thought they had landed on some "hot stuff" which they felt could be used to Rio's turn.

Well, obviously, files of a sensitive, confidential nature that LOCOG wanted to keep for itself for the moment. But as the report has said, LOCOG could've ultimately shared these if requested. The point is really NOT the nature or the contents...but the breach in trust by the observers. They were guests of LOCOG. Their actions were 'sneaky' to say the least.
