Broadcasting rights

I know the basic premise is that a national broadcaster covers the Olympics for its home territory. But if a broadcaster like NBC has rights to and can only offer coverage to the American market, why isn't it blacked out when NBC broadcasts their Olympic coverage to other territories like Mexico, Dominican Republic and even Cuba (yes you can get broadcast tv signals in Cuba)?

It they region encode internet broadcasting, why not overair?

Sorry to revive an old thread but I don't want to create a new one just for this sorta-related question:

Is anyone living in Hong Kong here? Do you know which channel/s will air the OC and what time?

All I know is that three networks have the rights (got this from Wikipedia -- reliable, I know). I checked their websites and there's no info re: Olympic broadcast schedule. I'll be in HKG next weekend and I don't want to miss the OC! So much so that I've delayed my hotel reservation to make sure that the one I book carries the channel that will air the OC, haha.
