There has only been one earthquake ever to be correctly predicted. If the IOC were going to shy away from disasters, it reduced the list of candidates. Link to post Share on other sites

If the IOC never awarded host cities a Games based on risk for natural disasters than we would have a very limited pool of cities to choose from. Link to post Share on other sites

But very much depends on whether you are well prepared and I don't see any problems with this in Tokyo. Apart from that I don't think that the IOC cares too much.
