From the looks of things and based on strength of schedule Belgium, Germany, Switzerland, Russia, Bosnia and Spain will qualify. The only group that is hard to pick is between England, Ukraine, Poland and Montenegro. Lots of draw potential since 3 of those 4 teams play defensively.

Cape Verde sanctioned; Tunisia through to final FIFA World Cup qualifying round

By means of a telephone conference, the FIFA Disciplinary Committee has today taken a decision to sanction the Cape Verdean Football Association (FCF) for fielding an ineligible player in the preliminary competition match for the 2014 FIFA World Cup Brazil™ between Tunisia and the Cape Verde Islands on 7 September 2013.

The match has been declared to be forfeited and awarded 3-0 in favour of Tunisia, meaning that the Cape Verde Islands will not progress to round three of the FIFA World Cup™ African zone qualifiers having dropped to second place in Group B with nine points while Tunisia finish first with 14 points and will now advance.

The FCF has also received a fine of CHF 6,000 after the FIFA Disciplinary Committee considered the FCF liable for having breached art. 55 par. 1 of the FIFA Disciplinary Code and art. 8 of the 2014 FIFA World Cup Brazil Regulations.

The sanction relates to the Cape Verde player Fernando Varela failing to serve the full four-match suspension imposed on him after receiving a red card for unsporting conduct towards a match official during a FIFA World Cup™ qualifier on 24 March 2013.

The draw for round three of the FIFA World Cup qualifiers in the African zone will be conducted next Monday, 16 September. The five best-placed sides in the FIFA/Coca-Cola World Ranking, which will be released today following the outcome of this disciplinary case, will be seeded in the draw.

As much as I was pleased with England's result on Tuesday night, I can't ever remember seeing a more toothless attacking display from an England side in my time of following their fortunes over more than 20 years. While I can put a lot of that down to the number of injuries Roy Hodgson had to deal with, there is no room for error at Wembley next month.

Too close to call but we have the advantage at the moment. We SHOULD be able to beat Poland and Montenegro at home. But I was at our last home match vs Montengro for the Euro qualifiers at Wembley, and the away side were so defensive and (annoyingly) good at it as well! It was a 0-0 bore-draw then, and I wouldn't be surprised to see the same again. I'm more confident in us beating Poland than knocking down Montenegro's defensive wall actually.

OMG Tunisa will play insted of Cape Verde :o

England will draw against Poland but defeat Montenegro, maybe the tightest group in Europe. Ukraine will pass as runner-up. On Germany's group, Sweden appears to be the second one, but believe me that Austria will be second.

Before anyone says that Cape Verde was disqualified because of some fictional conspiracy and FIFA parciality, let's remember these guys also made Equatorial Guinea lose because they acussed them of using an ineligible player as well. So they basically got screwed by their own recipe.

Sanctions of the FIFA Disciplinary Committee against Ukraine and Peru

The FIFA Disciplinary Committee today, 27 September 2013, notified the Football Federation of Ukraine (FFU) of sanctions imposed at the meeting held earlier today.

In the preliminary competition match for the 2014 FIFA World Cup Brazil™ between Ukraine and San Marino, played in Lviv, Ukraine on 6 September 2013, both the referee and the match commissioner reported several incidents involving pyrotechnical devices. Moreover, FIFA was informed by FARE (Football Against Racism Europe), by means of a report submitted by the FARE observer for the aforementioned match, that several racist and discriminatory incidents were apparently perpetrated by local supporters during the match, in particular by displaying neo-Nazi banners and by making “monkey noises and gestures” as well as Nazi salutes.

Following the opening of disciplinary proceedings on 11 September 2013, the FIFA Disciplinary Committee analysed the match officials’ reports, the report from the FARE observer, as well as the position of the FFU.

The committee agreed that the offensive, denigratory and discriminatory actions of a group of Ukrainian supporters were shameful and a clear breach of the FIFA Disciplinary Code (FDC). In addition, the pyrotechnical devices, which can pose considerable threats to personal safety, are not to be tolerated.

After taking into account the full circumstances of the case, and particularly given the gravity of the incidents, the committee decided that the next home match of the “A” representative team of Ukraine in the preliminary competition for the 2014 FIFA World Cup Brazil™ (Ukraine v. Poland on 11 October 2013) would be played without spectators.

Moreover, the committee decided that the “A” representative team of Ukraine would be banned from playing in the Arena Lviv stadium as from today and for the whole duration of the preliminary competition for the 2018 FIFA World Cup Russia™.

Finally, the committee also decided to impose a fine of CHF 45,000.

FIFA strongly condemns all forms of racism in football. All forms of discrimination will not be tolerated and will receive a strong response from the relevant FIFA authorities.

Article 58 of the FIFA Disciplinary Code, which is also applicable regardless of the question of culpable conduct, clearly sets out the minimum sanctions at FIFA’s disposal in the event of discriminatory behaviour.

The Disciplinary Committee also recalled the resolution on the fight against racism and discrimination approved at the recent FIFA Congress, which advocated the need for stricter application of sanctions.

Peru also sanctioned to play next official match without spectators for crowd disturbance incidents

The FIFA Disciplinary Committee today, 27 September 2013, notified the Peruvian Football Association (FPF) of sanctions imposed at the meeting held earlier today.

In the preliminary competition match for the 2014 FIFA World Cup Brazil™ between Peru and Uruguay, played in Lima,Peru on 6 September 2013, the match officialsreported several very serious incidents of improper conduct committed by local fans.

Following the opening of disciplinary proceedings on 9 September 2013, the FIFA Disciplinary Committee analysed the match officials’ reports, as well as the position of the FPF.

In conclusion, the FIFA Disciplinary Committee, taking into account once more the gravity of the circumstances, decided that the next home match of the “A” representative team of Peru in the preliminary competition for the 2014 FIFA World Cup Brazil™ (Peru v. Bolivia on 15 October 2013) would be played without spectators.

Finally, the committee also imposed a fine of CHF 20,000 against the FPF.

In addition to the above sanctions, the FFU and the FPF have both been warned as to their future conduct, and should such incidents occur again, the FIFA Disciplinary Committee would be left with no other option than to impose harsher sanctions against these associations, which could go as far as a match forfeit, a points deduction or disqualification from a competition. The costs of each case will also be borne by the two associations.

According to article 67 par. 1 of the FIFA Disciplinary Code, the home association is liable for improper conduct among spectators, regardless of the question of culpable conduct.

According to article 96 par. 1 of the FIFA Disciplinary Code, any type of proof may be produced, and article 96 par. 3 provides for a non-exhaustive list of admissible evidence.

The committee also wishes to underline that, whilst disciplinary infringements are prosecuted ex officio, any person can report conduct that he or she considers incompatible with the regulations of FIFA to the judicial bodies (art.108 pars1 and 2 of the FIFA Disciplinary Code).

Fifa rejects Cape Verde appeal in World Cup case

Zurich: Cape Verde will not be reinstated in the World Cup after Fifa dismissed the tiny African nation’s appeal in an ineligible player case.

Fifa says it informed the Cape Verdean Football Association on Tuesday of the ruling, which confirms Tunisia’s place in the qualifying playoffs.

Tunisia will face Cameroon in a two-leg playoff on October 13 and November 17.

Cape Verde beat Tunisia 2-0 in a decisive group match last month, but selected defender Fernando Varela who was serving a four-match suspension for a red card in a previous qualifier.

Fifa awarded Tunisia a 3-0 victory by default, reversing the standings at the top of the group.

Varela’s red card stayed on the record despite opponent Equatorial Guinea forfeiting that match in March for also fielding an ineligible player.

Fans to attended Ukraine v Poland World Cup qualifier after FIFA postpones closed doors ruling
Spectators will now be able to attend Ukraine’s World Cup qualifier against Poland on October 11 in Kharkiv afterFIFA went back on its ruling that the game be played behind closed doors.

Football Against Racism Europe observers reported that “racist and discriminatory incidents” took place during the World Cup qualifier between Ukraine and San Marino in Lviv on September 6.

World football’s governing body said that Ukraine appealed the decision and because there was not enough time for the appeals committee to meet ahead of the fixture the sanction has been lifted.

FIFA say once the appeals committee has heard the case a further announcement will be made.

So on the next match-day (tomorrow)

Belgium will qualify with a point

Germany will qualify with a win or if Sweden does not defeat Austria

Switzerland will qualify with a win, a draw and Iceland not defeating Cyprus, or a lose and both Iceland and Slovenia fail to win

Russia will qualify with a win and an Israeli win

Honduras will qualify with a win and a Panama-Mexico draw

Colombia needs a win or draw

Chile needs a win

Both will qualify if Ecuador-Uruguay ends in a winning result.

If Mexico don't get the victory today -And sorry, a draw won't help-, this will be the third time -Considering Spain 82- that Mexico is out of competition for a World Cup. Seriously, this year was an epic disaster. Knowing the rage of the ticos on play, they will love to keep the Aztec selection out. :angry:<_<
