Really, what William Hill has done is made the three bids from developed countries joint favourites, put Istanbul behind them, and put Doha and Baku as outsiders. Is that really that surprising at this early stage? No bid is close to being odds on yet, it's very open, and the traditional, experienced nations have been given shorter odds. Why Tokyo is ever-so-slightly ahead of Madrid and Rome could be down to one decent sized bet on the city from maybe an excited Japanese person. Or it could just be a simple case that William Hill's statistics show these particular odds will make them the most money at this time. Really, there's nothing to see here.
