"Year Of Sports" To Boost Baku 2020 Bid

Ilham Aliyev, President of Azerbaijan, proclaimed 2012 as the "Year of Sports" in the country.

The President said he intended the initiative to boost and expand the Olympic Movement throughout Azerbaijan, and also give a boost to Azeri athletes' preparations for London 2012, adding that the initiative would also ensure that all young Azeris regularly took part in sport, as well as promote a healthy lifestyle throughout the country.

The President said that the country's Ministry of Youth and Sport has been asked to develop an action plan, which would include the development of additional sports complexes around the country. According to a press release, in recent years more than 30 complexes have been built in all major towns and cities.

President Aliyev said, "the fact that Azerbaijan has hosted world championships in wrestling, boxing and rhythmic gymnastics, and that we are preparing to host Women's Football World Cup in 2012, and also bidding to host the 2020 Olympic and Paralympic Games, is evidence that Azerbaijan is fast becoming an international sports events destination".

Azad Rahimov, Minister for Youth and Sport, said, "sport is deeply rooted in Azerbaijani culture to the extent that sport is a very common theme in many of the nations major literary epics and poems.

"In Azerbaijan we believe passionately in the transformative powers of sport and in particular the Olympic and Paralympic values of respect, excellence, friendship, courage, determination, inspiration and equality. These are truly nation-building values - and if we are chosen as the 2020 host city, together we can extend these Olympic ideals to millions of new hearts and minds in Azerbaijan, embracing the spirit of unity so inherent in the Olympic Movement".

Question: on the website http://www.baku2020.com it says 17 days until the submission of our Bid Application File on 15 February and something about 20 reasons of bidding. What is Bid Application File? Is it a bid book or there is something else? Moreover is bid book going to be publically revealed or ony submitted to IOC?

The application file is basically the various cities' technical claims to staging the games. It basically addresses specific points the IOC asks them all to address, and sets out the basic technical plans, financing, infrastructure plans etc each plan to offer. The IOC then uses this as one of their main documents to rate the technical "score" of the bids, gives advice back to to the cities about what particular aspects might need to be changed etc.

What we usually refer to as the Bid Books is the second stage document produced by the cities that are put on the short list. It's usually a more detailed run-down on the bid plans, is usually far more lavishly produced, and can address things as well outside the technical sphere. It's the basis of the bidders' marketing in the final run down to the vote. The Bid Books are submitted to the IOC. Usually soon after the various bid committees then make the books public as well - online, or the details soon get leaked out anyway. And usually, the odd members get their hands on copies.

Cities submit mini bid-books at this stage so the basics of a bid can be determined and the IOC can draw up their final shortlist. A shortlisted city will then submit a detailed bid book. Both are normally publically available. Here is the timeline for 2020:

To see the difference between the document Baku will submit on 15th Feb and the one it will have to submit next January if it's shortlisted, have a look at these:

They also have a portfolio on their website http://www.vipsport.az/about_us_en.html I think this kinds of initiatives are very good in improving our sport infrastructure :)
