I'm also surprised Bogota decided to not submit a bid for 2019 (meanwhile, San Juan preferred to bid for 2023). My hopes goes for Puerto Ordaz but honestly I think Santiago will get this.

I think Puerto Rico felt it was South America's turn. However if they bid as the only Caribbean candidate with the other 4 vote splitting they might have pulled off the shock win.

Argentina had a lot of cities better than La Punta. I support Santiago... Chile is an amazing country! And in second place I support Puerto Ordaz.

(Which I dont understand considering where will the sailing be?)
