However if its two altitude cities what other choice does PASO have>

Alejandro García Padilla said Tuesday afternoon. “Puerto Rico has decided to dream once again,” García Padilla said. “We are aiming high for future generations.” The announcement at La Fortaleza came after a meeting between the governor and members of a commission created to study the viability of the island winning a bid for the 2019 Pan American Games. The decision to shoot for the 2023 event, instead of 2019, was based on island economic factors and the likelihood of the success of Puerto Rico’s pending petition. “We’re not here to simply compete to host, we’re here to win the award,” the governor said. García Padilla said the island government would invest less than $200 million into the effort, with the private sector pitching in roughly another $100 million. The governor said his administration would work to improve the mass transit system, adding that a light rail system would be completed by 2023. “This isn’t a cost, it is an investment,” said García Padilla, signaling that the Pan American Games would spur Puerto Rico’s economy. Puerto Rico Olympic Committee President Sara Rosario said existing sports venues would be refurbished. A Villa Panamericana housing complex for athletic delegations would be built with private investment, she said. San Juan hosted the 1979 Pan American Games, and many of the facilities built for the event have since been razed after falling into disrepair. Mayaguez and other western towns hosted the 2010 Central American & Caribbean Games. The island government’s tab for hosting those games ballooned to $440 million, well ahead of the $280 million investment initially projected. The Pan-American Games were last held in Guadalajara, Mexico in 2011. The next edition will be held in Toronto in 2015.
