Now the city needs to persuade the federal and provincial governments to provide financial support to host the six-month exposition, to be located on the port lands. "It's going to be an extraordinary thing for this city if we're able to do this," Mayor David Miller said. "And anyone who's been in Montreal in '67 or Vancouver in '86 knows why." Miller's comments came moments after city council voted 39-2 in favour of making a bid by the Nov. 3 deadline set by the Paris-based Bureau International des Expositions. Also in the running is Izmir, Turkey. The winner is to be announced in February 2008. Early indications are that Ottawa and Queen's Park will back the bid. But the event is expected to carry a deficit of $700 million, and the city is counting on Queen's Park to pay it. Under the city's plan, Ottawa, Queen's Park and the city need to share $2.8 billion in upfront costs to clean up contaminated soil, build pavilions, upgrade public transit and make other improvements. World Expo rules say any bid must be backed by a country's government. Toronto's pitch is that the senior governments will more than recover their investment from taxes. City estimates indicate the fair will generate $2.7 billion in income- and sales-tax revenues for Ottawa and $2 billion for Queen's Park. The city will now send a letter to Premier Dalton McGuinty and start negotiations. As well, Prime Minister Stephen Harper will be asked to write the Expo bureau to say that the federal government is behind the bid. "Ottawa has been very supportive," Miller said. "We haven't spoken with the Prime Minister's Office, but all of the signals we're getting from Ottawa are very positive. The signals we have received from the province are very encouraging." Responses are needed "as soon as possible," said Paula Dill, of the Toronto 2015 World Expo Corp., a city agency set up to look at making a bid. "The sooner we get in the game, the earlier we can start to do our proactive effort to win it." The province will define its role over the next couple of months, said Gary Wheeler, a tourism ministry spokesman. With the recent change in government in Ottawa, it's expected Harper will need some time to consider the federal position. "Technically, what you need is a letter from the Prime Minister," Dill said. "The federal government will consider it because the bid is a national bid and the Prime Minister has to advise the (bureau) that Canada is bidding." Fair officials were pleased with council's show of support. "It's fantastic," Dill said. "I think it's a really positive vote." Councillor Rob Ford, who voted against the bid, said it's unclear at this point how much the fair will cost city taxpayers. "If we didn't have a $2 billion debt, if there were guarantees from the federal and provincial government in writing that it wouldn't cost taxpayers a dime, absolutely," said Ford (Ward 2, Etobicoke North). It doesn't appear so, look at this excerpt from a NY Newsday article: Godfrey and Oats say, however, that the International Bureau of Exhibitions has expressed specific interest in seeing another World's Fair in New York. After a recent visit to the Paris-based organization, they received a letter from the BIE, in which the secretary general said:"The BIE would more than welcome a bid from the United States of America for either [2012 or 2015]World's Fair, and will help guide and support the submission all along the bidding process." However, without BIE membership, it will be quite an uphill battle to convince the BIE to give such an event to a new NON-BIE member. Last year, the USA withdrew its membership from the BIE. To some there in Paris, it was a slap in the face to the organization. Never mind what the intention of Phoenix's ambition may be. There was news that the Arizona city will try to sanction a non-BIE "World's Fair" at about the same time that Zaragoza will host the official BIE one. If that happens, then what are the real chances that the BIE will even want an American bid come forward? Like what some of us criticize Atlanta 1996 in Olympic cirlces, the last TWO World's Fairs in America were, in BIE eyes, were even "bigger failures." Those scenarios back then can be disputed by both sides of the allegations, but we will never know what the real reasons for such accusations. dave199 Posted July 27, 2006 Report Share Posted July 27, 2006 Ok about Toronto's Expo bid, it's not 100% anymore. The Conservative government still hasn't given it its full support yet. There seems to be some unstableness going on with the government now that the House of Commons may turn over the current government over the softwood lumber dispute with the USA. The other parties disagree with the deal Stephen Harper and the Conservatives supposively came up with the United States over the softwood lumber fiasco. A vote of confidence will take place on this issue and if the majority of the House of Commons votes against this proposed deal with the USA, the Conservative government will fall calling for another election. This is not good news for Toronto's Expo bid as the decision for the bid has to be sent to the BIE by November 1st 2006. The report that has to be made has to be made prior. A decision from the government needs to be made by September/October for things to align properly but at that time the current government might fall. To be honest with you all, I don't think the Conservative Federal Government wants Toronto to bid for Expo 2015 for some reason. They tend to favour the west. Toronto Star Toronto submits business plan for world's fair Aug. 10, 2006. 01:00 AM VANESSA LU CITY HALL BUREAU CHIEF Expo officials have sent a business plan to Ottawa that they hope will help kick-start a decision by the federal government on whether to underwrite Toronto's bid to host the 2015 world's fair. Michel Frappier, newly hired chief operating officer of the Toronto Expo 2015 corporation, said the business plan was sent to Heritage Canada officials yesterday. In addition, Toronto officials will be making a presentation to bureaucrats in Ottawa today. "We'll walk them through the vision, major events and cost estimates," said Frappier. Last month, there was much confusion over whether Toronto had submitted a business plan. At an event attended by both Mayor David Miller and Finance Minister Jim Flaherty, Miller insisted that one had been submitted — but just a few metres away Flaherty said none had been handed in. "The minister has been pretty adamant that he's not going to move this forward without a business plan," said Flaherty spokesperson Dan Miles yesterday. "Our anticipation is that we're going to get a business plan." It turns out the city submitted a consultants' report done by Price Waterhouse Coopers outlining projections from how many jobs would be created to potential tax revenues for the federal and provincial governments. Under the city's plan, Ottawa, Queen's Park and the city need to share $2.8 billion in upfront costs to clean up contaminated soil, build pavilions, upgrade public transit and make other improvements. Even though the fair would generate $2.7 billion in income and sales taxes for Ottawa and $2 billion for Queen's Park, it is still projected to lose up to $700 million. Frappier, who just started last week, said the numbers in terms of costs "may be exaggerated" and "the returns highly conservative." He argued that the projected $700 million deficit is probably too high. Ultimately, the city needs Ottawa to sign on to the bid, which must come from the national government. The deadline to bid is Nov. 3, but Toronto Councillor Brian Ashton, who has been leading the city's bid effort, said the sooner one can be submitted the better. "Politically, you need to impress upon the BIE (Bureau International des Expositions) that we're extraordinarily serious," said Ashton. "Other cities and other countries are watching." I know an Expo is completely different and seperate event from the Olympics and the IOC but I just get the idea that they would want to have this event elsewhere. I don't know, I could be wrong.
