Andrew, it's difficult to take you seriously when you refuse to accept verifiable facts. It was a competition. Here are multiple references to prove it. Wikipedia lists the events that are contested at FINA World Cup events:

No, Rio did not magically fix it's crime problem in the space of one year. Among other things, the statistics have only changed slightly. The IOC intentionally decided to downplay the issue.

If you are going to discuss FINA WC, the US will have a major issue. After all, they don't host any of the events and they don't send a full team, that's why that set of meets is dying. Brazil, despite withdrawing for this year, is still sending a full team all the events.

The issue with the swimming event is that Rio was responsible for organizing and hosting it and they failed. Attending an event is totally different from organizing and hosting it. Not everybody competes at every international event. This is true of EVERY sport -- figure skating, athletics -- everything.

No, it wasn't. The responsibility was form CBDA. There was no money from either the State, the Municipality or the Federal Government. This event used to be held in Rio and was moved to Belo Horizonte a few years ago, because it was not attracting enough audience, like everywhere else in the world. So, CBDA chose to bring it back to Rio on their own expense, since the NOC would provide them with the Maria Lenk Aquatic Park for free, but they spent all their money in Rome and had not enough money to host the events.

The WC was created by FINA to be a kind of Yearly World Tour - like the skiing WC - and, in the beginning, it did attract some important athletes. But the Americans have always refused to fully join this tour and that's one of the reasons for its failure and for all the big countries, including Australia, to be dropping their events.

So what's the problem??? Can't Brazil cancel a event?

Sydney Australia also cancelled World Cup swimming there... These things sometimes happens, even in a rich country and swimming power, as Australia

Lately Rio had a lot of major sports events.
