Felipe Menegaz Posted September 4, 2009 Report Posted September 4, 2009 The International Olympic Committee (IOC) said that the electoral college for the October 2 decreased from 107 to 106 people. Thus, the number of members eligible to vote in the October 2 decreased from 98 to 97. The reason was the departure of Mustapha Larfaoui from Algeria from the presidency of the International Swimming Federation (Fina). The entity has one vote in the General Assembly of the IOC. As the new president of Fina is the Uruguayan Julio Maglione, IOC member with voting rights, he can not vote twice. Therefore, the electoral college of choice of the host city for the 2016 Games was slowed by a vote.
