I understand that Portugal can't host on it's own, but it should have gotten more of the pie (in bid theory of course), a 4 or 5 (in 4 or 5 cities) to 7 ratio for Portugal and Spain respectively. Especially since Spain can host it alone. No, they lost because the Moors (Qatar and her allies) were on the rise.
