Because Jalisco stadium, despite having more capacity than Omnilife, is far older and it would have costed more to renovate it for the ceremonies, thus using the Omnilife Stadium is more cheap, and they would have a more modern stadium, although with lower capacity. Another reason i heard was because the Jalisco roof is weak (same problem Maracana had in 2007) and since Fivecurrents are planing to use flying objects this time, it was recomended to use Omnilife instead. I don't have much info to be honest (and since Omnilife Stadium is currently being used for the U-17 WC they won't start preparing the stadium for the ceremonies yet). However it was confirmed that mexican artist Sergio Bustamante would design the cauldron (which it seems will be gold colored). It doesn't look like something big is looming over you. Intoronto, the Vancouver Ceremonies final budget was Can$48.3 million. To answer your question the arena is really small compared to other venues used for boxing as it only seats about 1,600 people.
