OK: here's the scoop on this. 1975, 1976 -- when the Shah was still in full power, cracks in his regime were starting to show altho his gov't expressed an interest in staging the 1984 Games. However, as the 1977 deadline for the 1984 bidding approached, the interest waned because his gov't got more preoccupied with its domestic problems.

And of course, as Jimmy Carter tried to consolidate his own presidential bid in 1976, the idiotic Carter administration (which I fear an Obama admin would be a Carter Redux), tried to distance itself from the dictatorial regimes (the Somozas, Marcos, etc.); so the Shah became more preoccupied with trying to shore up his own regime.

Los Angeles' winning 1984 was essentially a slamdunk because Teh(e)ran bailed out early. That's all. So blame Ayatollah Khomeini for Teheran's missed chance.
