I'm not sure where you might've gotten that idea... as I recall, the 1988 Seoul Olympics were probably the last Summer Olympics where the cauldron was within the stadium and not visible from outside. With all that money spent, putting Montreal into debt for decades afterwards, even, you would think they would have at least finished the tower at the stadium in time for the opening ceremonies.
