  1. I agree that security is still a worry if the Games are held in Paris. It is intriguing how the French authorities would reduce the risk to medium by 2024 in spite the fact that counterterrorism capabilities are being further enhanced following the attacks. As outlined in their candidature file phase 1, counter-terrorism procedures at events in Paris significantly mitigate the risk of terrorism as can be proved by security preventing terrorists from gaining access to the Stade de France. The authorities hope that this risk will be further minimised by security operations at all Games venues. Moreover, it is crucial for their Interministerial Crisis Management team and also their Internal Security to deliver safe and secure games since terrorist threats have been a major concern for all nations hosting Olympic Games.

This involves the Tokyo Metropolitan Government, the International Olympic Committee, the Tokyo 2020 Organising Committee and the Japanese Government. This proposal is said to deliver sustainable Olympic games as described in Olympic Agenda. The President also believes that significant savings could be made on the figures contained an interim report by the Tokyo Metropolitan Government. The concern here is can they save effectively and reduce the cost through being sustainable?
