To a point. In 2005/2006 things weren't looking good for South Africa and there was whispers of backroom discussions on if the tournament needed to be moved. South Africa pushed forward and accelerated their preperations because of it. And it was FIFA making those statements, just like it is FIFA now expressing concerns about Brazil. Same with Ukraine. They really were under threat to have their matches moved to Germany or Austria.

Yet I think everything has put Tokyo firmly in the lead. Though ironically they are probably being setup to be the Chicago to Istanbul`s Rio. As long as Istanbul can get their **** together.

There are limits, 2 per NOC. The Athletes Commission and all IF presidents are not counted in these numbers as they are there to represent the interest of athletes at large or the interest of the various federations. And again you idea of continents is misguided, as no continent votes as a block. Obviously shown by Munich's lose in 2018 as most European support went to PC. IOC members vote for national interests. Do you honestly believe that their will be a coalescing around Madrid or Rome? Japan worked feverishly against Pyeongchang in 2014 and Korea did the same to Tokyo in 2016.

Where a member is from is not important. The skills and knowledge of a member is, and there is where improvement is needed.

Submissions are by the NOC on behave of the interested athlete. You cannot fault any athlete for wanting to be apart of the process. It will be up to their peers in London to decide which 4 will join the Athletes Commission.

This is one process within the IOC that cannot be faulted. Athlete is interested, athlete approaches their NOC to put forward their nomination, athlete gets put on ballot, IOC conducts vote amongst all Olympians during the Olympics, top 4 (or 2) vote getters are elected to 8 year terms as IOC members.
