The current mayor of Paris will no longer be in office at the time of 2024 bidding (he is not running, so that's a certainty). The next mayor should be Anne Hidalgo if the socialist-green alliance wins again or François Fillon, the current French Prime Minister if after two years of socialist rule in France they start losing local elections.

Rotterdam has recently been a successful host of many world championships (gymnastics, table tennis, etc...). I will make them my favorite.

Which due to the awesomeness of Lillehammer 1994, nobody will complain about.

Mr Douillet is out of office within two months.
France is financially in such a bad shape that I doubt a French bid is realistic. I am not too sure either that the socialist-green alliance which is going to take over in France is a big fan of the Olympics. Mr Hollande has been on record as being anti "big projects". I don't know if this included the Olympics in his mind, but the Olympics sure are not a small one.
