I wouldn't be really worried about this threats. There are crazy people in every single country and Azerbaijan is not an exception.
I don't think they will have any problem with gay people... just like in Belgrade and Moscow. Of course, it won't be as free as Oslo or Dusseldorf, but in Belgrade there were also threats of homophobic attacks and nothing happened (at least to the visitors).

Why wouldn't the IOC feel comfortable in Buenos Aires? Just because of a small and harmless controversy that most of us won't remember next year?

Of course, there is a connection with the Olympics this year, but certainly there was no involvment of the NOC.
Just as certain as this won't help the YOG and it's another proof that the Argentine governement doesn't care at all of the YOG.
