Nigeria already has a former IOC Member: Major Henry Edmund Olufemi ADEFOPE, who was IOC Member from 1985 to 2006 and is now an honorary Member (still a member of the Environment and Medical Commission).

(and why would someone from Nigeria take over an Austrian position? IOC members represent the IOC in their country so why would a Nigerian represent the IOC in Austria?)

It was an honorary position. These ones have little or no power whatsoever. The "real power" of the IOC lies with the ACTIVE ones. Those positions are usually "given" to athletes elected by their peers just before an Olympic Games closing ceremony or the IOC Executive Board. Don't go there, in terms of the "representatives" in that Board. It has been talked about to death. Besides, if someone is the current president of the NOC in question, it doesn't mean that he/she will be in the IOC in his/her entire tenure in any capacity whatsoever. It is not funny that there are so many examples of that.

IOC members are elected in different ways:
  • Athletes: 12 athletes representatives (8 for Summer Games, 4 fro Winter Games) are elected by their peers during the Games (candidates are designated by their NOC - the NOC needing to have an athlete commission itself - and must take part in the current edition of the Games or have taken part in the previous edition)
  • IF President or IF high-level executive: no more than 15
  • NOC President or NOC high-level representative: no more than 15
  • Individual Merit/Qualification: that's the majority of IOC members and includes former Olympians (Defrantz, Bach, Gosper, Pound...), former OCOG people (Killy, Heiberg), business man involved in sports... There may be only one of these representatives max by country except for the country having hosted the Games that can have two.
Candidature are submitted by the IOC by IOC members themselves, IFs, NOCs or other institutions recognised by the IOC. The candidatures are examined by the Admission Commission which presents a report to the IOC Executive Board that submits the selected candidates to the Session (a 2-third majority is needed to be elected by the Session).

By the way, I wonder if Samaranch has the right to vote for the election of a new olympic city as well as Rogge and the honorary members. Do you know that?

Honorary members (including the Honorary President) do not vote.

In theory, the President could vote but Samaranch has established the tradition for the President not to vote. In case of a tie during the final round of the vote though, the President would vote.
