The Olympic Games are not about which cities are just "capable", but rather about what cities are capable & can make them EXTRAVAGANT. Sure, there probably are smaller, lesser known cities that could make it work, but that's not what the IOC is looking for. They're looking for the most bang for the buck. As with anything else, why settle for 2nd (or 3rd) best when you can have THE Best.
The only way the IOC were "to take a step back & look at what a smaller host city could offer the Olympic Movement" is when the Alpha-world cities are no longer interested & the IOC becomes desperate. IMO, I don't see smaller cities could offer much to the Olympic movement. Unless it is with a very compelling, legacy-driven bid, which smaller cities/communities are more reluctant to do.

Got word from my IOC inside sources that BOCOG will finally present their OR the end of this month at the earliest. Source says..hopefully, an electronic version (which you can imagine will be HUMUNGOUS) will also be available soon.

As you could possibly tell by my sporadic visits I've been pretty busy unfortunately and just havent had the time to get it all back up and running. It is on my to do list - however if you need anything urgently let me know and I can upload it to 4shared or mediafire.
