Given today's climate in the IOC, could a city like Barcelona even host the games again?

Barcelona perhaps is too little for host a SOG in the future.

To be fair, I can't really remember whether Madrid actually expressed some interest in 1992.

yes,Madrid expressed interest.in fact,four spanish cities wanted the 1992 games:Barcelona and Madrid the SOG and Jaca and Granada the WOG.

Well, it looks like Barcelona will be in the world spotlight again. This time, it will host the 2013 FINA World Championships. It was supposed to be hosted in the UAE at Dubai, but it declined. It will also be the second time the city has hosted it; it first hosted one in 2003.
