Did the bid of Cairo for 2008 ever reach the IOC?

I really wouldn't want to see a Cairo Olympic Games real soon because of its heavy pollution, traffic problems, thousands of slums in the City of the Dead, and several other problems, but I did know that in their 2008 bid, Cairo was going to build the world's biggest Olympic Park. It would have included the existing Cairo International Stadium and the 20,000-seat Covered Hall.

Frankly I'd give it to them just to see how stunning the OC will be! They can worry about the finances and long-term fluff later.
