The project seemed distant as the USOC decided not to pursue the 2014 Olympics, but now, for 2018, America would have good chances, at leats geopolitically. And this doesn't depend on wheter Europe or Pyeongchang gets 2014 as the USA last hosted in 2002. Vancouver 2010 could be a stopper, but that's Canada.
One of the possible bidders for 2018 is Reno/Tahoe which originally had intentions for 2014. What do we know about this bid so far? I made a little profile of the bid, so we can lead more informed discussions:

- If Reno-Tahoe hosts the 2014 Winter Games officials said many of the outdoor events would be held on the California side of the Sierra, just west of Reno, while the Opening and Closing ceremonies and the indoor competitions would be in the Reno-Sparks area. (Gamesbids, 21.04.2005)

I think Reno-Tahoe has a brain trust lining up a 2018-2022 WOG bid. But if history holds true, then 2022 would be the opportune time because that means the US gets them every 5th WOG (1960 - Squaw Valley; 1980 - Lake Placid; 2002 - Salt Lake).
Reno-Tahoe, more than that clueless San Diego-Tijuana tandem, I believe realizes that you have to peak at the right time, and build up for that moment. (Of course, they are also watching how the 2014-2016 races develop.)
The major venues that a Reno-Tahoe bid would have to build are:
- 1 premier indoor arena (min: 20,000 seating) for Figure Skating;
- 2 additional stadia for ice hockey
- an indoor speed skating rink
- the luge/bobsled run
