You are right but they do put up competitive teams in a lot of sports so upgrading shouldn't be too much of a problem.

Figure Skating for example hasn't been the same since Viktor Patrenko and Oksana Baiul. They did win a bronze in ice dance in Turin but none has followed.

Tatiana Volosozhar who skated for them in Turin and Vancouver now skates for Russia since she couldn't find a partner in Ukraine when her partner retired. Its about having depth.

Exactly. Its the same story with Kazakhstan. They need to improve their teams as well.
