What about Montreal? Sure it wasn't finished until after the Olympics and sure it never really did work (they eventually settled for permanent roof) but they were the first to "boast" that they had such a roof and if budgets were right, things were done in time, then they would have had such a feature in their Olympics.
I'm not sure what your point is. They never actually had the retractable roof, so . . .

Beijing planned a retractable roof on the Bird's Nest too, but scrapped it before construction.
If Tokyo actually builds this, they would be the first.

Montreal's retractable roof is as hypothetical as Tokyo's. Or is it vice versa?
It's only because money, time and politics got in the way.
Let's assume they hadn't loss that 100 or so days of construction and budgets were well within targets, they would have gotten the roof done. It might not have been perfect, but it would have been there for the Olympics.
