So, if they DO go ahead, it means that they have basically 12 days to produce an Applicant bid document based on whatever information has already been compiled? Or has an Application document already been produced waiting approval to be officially submitted?

I'd assume they'd have everything ready to go, and are just waiting on the govt's okay. They HAVE had the longest time of any applicant in this race to prepare.

Everything will be ready to go; don't forget the Italian process has been going on for ages. They had a preselection contest against Venice.

If Rome drops out, we may have at least two big winners: Madrid will get the votes of those supporting a SOG 2020 in Europe and Baku might be shortlisted, since the IOC won't only throw one city out and only three would be too less.

First, Monti said he would decide on Rome's bid on February 14th.

@FYI I talked about the shortlist. If Rome dropped out, it would be 5 cities left there which could be shortlisted. The IOC always saysthat they want to have four to five cities in the shortlist for a SOG. The past experience has shown that they don't want to throw only ONE city out, so if they didn't shortlist, let's say Doha and Baku, it would only be three cities, so one too less.
