There are two projects one Crescent and another one Full Moon (in the rendering you posted). They are kind of connected with each other, both designed by korean Heerim. Crescent is already under construction by austrian Strabag with expected completion in 2015. I don't think they can win, because it does seem the infrastructure is still not quite strong enough. Still, I can't help hoping the best for them.
