Puppy this would go to CAS would it not? Those rulings would probably take less than a year to be concluded. If corruption is proven than it would be extremely unpalatable for Qatar to continue to host. SLC was 3 years away not 11 and SLC was going to win either way.
And I think you are partially right. If Qatar was to be stripped of hosting duties than it would be France that would be the most likely to step in if the other bidders would not. It is hosting the European Championships in 2016. Obviously I would like to see it go back to Germany but I think France is far, far more likely an alternative.

im not sure they will take the cup back from Qatar.. its a big humiliation for the country and her people... but the cup is not their right on the other way.

France? Then it would be a 2nd Euro site in a row...making ANOTHER mockery of their own rules of not having 2 consecutive WCs in the same continent. Then what would've been the point of invalidating Qatar 2022 if only to replace it with ANOTHER rigged result??

To be fair, that headline is wildly misleading and over the top.
Only if allegations are so substantial as to leave FIFA no choice would a re-vote be considered. There's little indpendence or rigour within FIFA's internal investigative processes as we learnt from the way they "investigated" vote collusions claims regarding Spain and Qatar. They only suspended the Sunday Times two because they couldn't refute tape recorded evidence.
A re-vote is dependent on FIFA finding proof of these claims, and since I have little confidence they'll carry out a real investigation I can't see that happening, even if proof does exist.

Or not unless there is really great clamor from coaches, UEFA, leading players who would cry out en masse NOT so much as a rigged result, as it is really an unproven and untenable setting to stage a World Cup.

Qatar was and remains a ludicrous choice. Taking it away doesn't change this.

By all rights, it should go to the U.S. because it placed 2nd. That's how it's normally done in other competitions...beauty contests, the Olympics, talent contests, etc. There is legal precedent to go that way.
I don't think France would like bid to 2022... It seems impossible, to soon after 1998, even we will have lot of modern stadium think to Euro 2016. I think it's the same problem about Japan, Korea and USA, the only legitim bid was Australia... But isn't an Important market to FIFA...
The problem is the rotation of continent, FIFA will stop this rules because you don't have the best bid in each time. FIFA should choose the best bid, even they come back on the same continent twice time...
Or a new rules, A continent can't bid Twice time but come back on the thirds vote (sorry I'm not clear, an exemple : 2018 in Russia, Europe can't bid to 2022 but can in 2026).
But in the case of 2022 is difficult because we have 3 recents bids and only 2 news, maybe FIFA should give the opportunity to have European and South American bid to have most choice...
In this case we could have Argentina, England, Belgium Netherland and Spain Portugal with Japan, Korea, USA and Australia...
In fact if FIFA had continued with the old system, 2022 vote takes place in 2015, we have the time to have a new vote to 2022

I personally do not want it to be retracted from Qatar even if corruption led to their selection. I think it would do harm for perceptions in the Middle East more than anything, and I wouldn't want the USA to look as though they "took it away".
