I have been thinking about a 2nd Summer Olympics for Moscow since the United States boycotted the last Summer Olympics held there, in 1980. Realistically, I don't see it happening since Sochi is hosting the Winter Olympics in 2014. The earliest future Olympic year Moscow can bid for is 2040. I disagree. Moscow could bid for 2020, and be a candidate city if they really wanted to. They would be voted out in the first or second rounds though.
I don't know much about their 2012 bid, but I would think depending on the other cities who throw themselves in the ring for 2020-2036, they may stand a reasonable shot. Sochi does not close the door completely for 26 years. I think Toronto has a reasonable chance if they bid over the next 2-3 cycles. Surely Moscow would have tougher competition from Europe though.

Yes, I consider Moscow to be IN Europe. I was meaning that they could have more competition against other European bids (especially during a rotation that favors a European host e.g. 2012). Opposed to a more limited field in the Americas (e.g. 2016). This only applies to the "unofficial" rotation policy.

Not likely possible. Considering the Russian bid for a 2018 or 2022 World Cup (if won) would transform the Luzhniki Grand Arena, to a two tiered football only stadium would make any bid proposing such a stadium futile. One could build a new one, or have a radically different plan for Luzhniki Grand Arena, where the athletics track remains. Ultimately, Sochi 2014 rules out any Russian Summer Olympics anytime soon.

^^So Luzhniki can't lose the track, big deal. This stadium would be ruined if Luzhniki's track in removed, but it can still be reconstructed into a two-tiwer stadium.

I don't think there is enough of an IOC appetite to go back to Russia and the promise of using a stadium first built in 1956 might not be so compelling. First, let's see how Sochi goes. Then we can seriously consider the chances of a future Moscow or St. Petersburg bid. If the Russians flub up a smaller Winter Games (especially one so hard driven by their President), they can't hope to gun for a future Summer giant.
