Nothing will come of this because President Lula will veto this and it becomes the last thing he does before he leaves office. If the bill doesn't get to him when he leaves, his successor will likely veto the bill.

I'm putting here part of my post in other thread about this subject:

"Of course this amendment is too radical and it won't pass the way it is now.
It's only a political maneuver.

The governors of all states got together in 2009 to discuss the rules for the recently found oil reserves and, apparently, there was a lot of resistance from Rio de Janeiro's and Espirito Santo's states, refusing to get to a deal somewhere in the middle. Therefore the senate is sending a harsh political message like "if you refuse to negotiate, we will decide for you". "

I believe Lula would make any sacrifice -- no matter how extreme or short-sighted -- before he let the Olympics go belly-up.

"...unforgettable, dream Games..."

There are little mistakes on article...
The Olympic Games will be full funded by BNDES (Brazilian Investment Bank), not by oil royalties...

Sergio Cabral is making a little drama on losing the money from royalties... But, in no way, The Olympic Games will be payed with oil money, indeed, the royalties law avoids this.

GBForums have been boring lately... Miss the good discussions and points. The nice follow-ups on buildings and so on...
Now we have only chat with trolls or weeks without the old good boys posting...
So I'm giving a break, but I'll be back soon. Meanwhile I'll be around in SkyScrapercity, where no trolling and city vs. city is allowed.

According to O Globo today, Lula might back off on his Veto promise. Dilma stated today that the Government isn't working with that hypothesis. Still, she reiterated that the change as it's being proposed now is inconstitutional and the National Congress must work to solve the issue, adding that a consensus is way better than a fratricide dispute among the States of the Union.
