Nothing will come of this because President Lula will veto this and it becomes the last thing he does before he leaves office. If the bill doesn't get to him when he leaves, his successor will likely veto the bill.

I believe Lula would make any sacrifice -- no matter how extreme or short-sighted -- before he let the Olympics go belly-up.

There are little mistakes on article...
The Olympic Games will be full funded by BNDES (Brazilian Investment Bank), not by oil royalties...
Sergio Cabral is making a little drama on losing the money from royalties... But, in no way, The Olympic Games will be payed with oil money, indeed, the royalties law avoids this.

According to O Globo today, Lula might back off on his Veto promise. Dilma stated today that the Government isn't working with that hypothesis. Still, she reiterated that the change as it's being proposed now is inconstitutional and the National Congress must work to solve the issue, adding that a consensus is way better than a fratricide dispute among the States of the Union.
