based on that table, and IF I understand well the criteria and if my calculation is OK
the seed teams should be:
1. South Africa (host)
2. Italy (59.70)
3. Brazil (59.40)
4. Germany (58.96)
5. Spain (56.73)
6. England (51.36)
7. Argentina (49.33)
8. France (48.40)
Portugal (46.73)

The stage and seating structures are going up fast.
Large stand just for media being erected behind the VVIP seats.

My worksheet crashed when I set it for the month of October. Indeed it is France that qualifies for the last spot. However, Apparently Portugal would take it if the November rankings was used.

I just did a test draw based on the pots described by Mo:
Group A: South Africa - Slovenia - Cote d'Ivoire - New Zealand
Group B: England - Portugal - Algeria - Japan
Group C: Spain - Denmark - Uruguay - Australien
Group D: Italy - Netherlands - Ghana - South Korea
Group E: Argentina - Serbia - Nigeria - USA
Group F: Brazil - Switzerland - Cameroon - North Korea
Group G: France - Slovakia - Paraguay - Honduras
Group H: Germany - Greece - Chile - Mexico
South Africa would get a rather easy group, besides the Cote d'Ivoire as very tough opponent. The round of 16 should be possible in such a group.
England would have to face Portugal again after that dramatic (and misfortunate) quarterfinal in 2006.
Spain would have rather easy opponents and thus probably secure a clear victory in its group.
Italy would have very tough opponents in the Netherlands and Ghana (ironically also their group stage opponent of 2006). I think that group deserves the title "group of death".
Argentina would face Serbia again after four years later but would also have Nigeria and the USA as tough opponents.
Brazil should have not much of a problem to qualify for the round of 16.
France would have a rather easy group as well.
Germany would have a (for World Cups) unusually difficult group, with the extremely defensive Greece (the German team is quite bad at playing against defensive teams), the ambitioned Chile (ironically its would-be opponent from the November 10 friendly match which was cancelled due to Robert Enke's death) and the experienced Mexico.
Actually, too many of these groups lack excitement in my opinion. So I hope that there'll be a completely different result in reality.
